March 27, 2013

MARCH 27, 2013 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in the

Mission District, Everett Middle School, 450 Church Street, San Francisco, at 6:10 p.m.

PRESENT: Commissioners Mazzucco, Chan, Kingsley, Turman

ABSENT: Commissioners Marshall, DeJesus, Loftus

Commissioner Mazzucco welcomed the audience and asked the Commissioners

to introduce themselves.

ADOPTION OF THE MINUTES

- For the meetings of February 27th , March 6th and 13, 2013

PUBLIC COMMENT

None

Motion by Commissioner Chan, second by Commissioner Kingsley. Approved 4-

0.

REPORTS AND ANNOUNCEMENTS

a. Chief’s Report

- Review of recent activities

Chief Suhr spoke of recent incidents in the city including arrest made for the

homicide of a newspaper vendor. He also reported on attending the Criminal Justice

Summit.

b. OCC Director’s Report

- Review of recent activities

Director Hicks introduced herself and went on to talked about the duties and

responsibilities of the Office of Citizen Complaints.

c. Commission Reports

- Commission President’s Report

- Commissioners’ Reports

Commissioner Mazzucco spoke in regards to walking with the SFPD command

staff for the St. Patrick’s Day Parade.

d. Commission Announcements and scheduling of items identified for

consideration at future Commission meetings

Inspector Monroe announced that the next meeting will be on April 3rd , at City

Hall, Room 400, starting at 5:30 p.m.

CAPTAIN ROBERT MOSER, COMMANDING OFFICER OF MISSION STATION, TO

ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE MISSION DISTRICT

Captain Moser addressed the Commission and the audience on police activities

in the Mission District and went on to talked about the overview of Mission District,

crime statistics and the demographics of the Mission District.

PUBLIC COMMENT

James Salinas spoke in regards to Miguel Gomez’s experience with three officers

of the Department on 21st and San Carlos Streets and being treated disrespectfully by

the officers and another incident on March 8th .

Emil Lawrence spoke in regards to programs of putting individuals to work

instead of arresting them.

Estrella, Castro Street Merchant, thanked Mission Station for their involvement

with the merchants association and thank Captain Moser for his work.

George, Pete’s Tavern owner, thanked Captain Moser for his work.

Steve Adams, Mission resident, thanked Chief Suhr for doing two things in

changing the neighborhood including bringing Chuck Limbert to the district and for

giving the district Captain Moser and went on to commend work done in the district.

Robert Ortega welcomed the Commission to the Mission and thanked the

Commission for having the meeting in the Mission. He went on to thank Chuck Limbert

for making a great impact in the Mission District.

Philip Blesser thanked the Chief of sending Captain Moser to the Mission and

spoke in regards to performance at the Armory by ACT and thanked the Mission Station

staff for their work.

Ana Danielli, Castro resident, commended Captain Moser and Sgt. Limbert for

their work with the community.

Mark Gillic, small- business owner, discussed concerns regarding 14th and

Guerrero drive-by shootings and concerns about walking around the neighborhood.

Richard Miguiri commended Captain Moser and Sgt. Limbert for their work with

the community.

Dan, small-business owner, commended Captain Moser and Sgt. Limbert.

Andrea Iello thanked Captain Moser for his leadership and his commitment to

community policing and commended the work of Sgt. Limbert especially their work with

quality of life in the Castro.

Katherine Medoza, Castro Walking Tours, commended Captain Moser, Sgt.

Limbert, and Officer Kate Joshua for their contribution to the community.

Debra Davidson commended Chief Suhr and Captain Moser and commended

the Mission Station officers and went on to urge the Commission to approve tasers for

the officers of the Department.

VOTE ON WHETHER TO HOLD CLOSED SESSION

Motion by Commissioner Kingsley, second by Commissioner Turman. Approved

4-0.

PUBLIC EMPLOYEE PERFORMANCE EVALUATION: Chief of Police

Review of findings and Chief’s decision to return officers to duty following officerinvolved

shootings (OIS Case Nos. 13-002 & 13-003)

Biel, Inspector Monroe, Risa Tom, Lieutenant Yick, Sergeant Crudo, Insp. Paine, Insp.

McDonald, Captain Pedrini)

VOTE TO ELECT WHETHER TO DISCLOSE ANY OR ALL DISCUSSION HELD IN CLOSED

SESSION

Motion by Commissioner Mazzucco, second by Commissioner Turman.

Approved 4-0.

ADJOURNMENT

Motion by Commissioner Kingsley, second by Commissioner Chan.

Approved 4-0.

Thereafter, the meeting was adjourned at 8:35 p.m.
