MAY 1, 2013 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in Room
400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:30 p.m.
PRESENT: Commissioners Mazzucco, Marshall, Chan, Kingsley, Turman
ABSENT: Commissioner Loftus
(Commissioner DeJesus waiting for reappointment at this time; Commissioner Turman
arrived at 5:45 p.m.)
CONSENT CALENDAR
- Request for approval to accept donation of $4,000.00 from the Supporters of
the SFPD Wilderness Program for use by the Wilderness Program
Motion by Commissioner Marshall, second by Commissioner Chan.
Approved 4-0.
PUBLIC COMMENT

PUBLIC COMMENT
Unidentified spoke in regards to tasers and the decision of the Chief to
withdraw request for tasers. He went on to talk about cameras made by Taser
International and supported by ACLU. (Document submitted)
Maria Bailey spoke in regards to crime in the Tenderloin and asked for a task
force in the Tenderloin to control crime.
Ray Hartz, SF Open Government, spoke in regards to his OCC complaint against
Inspector Miranda and stated that he did not get any phone calls, messages, or letters
from the OCC.
REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities
- Presentation of the 1st Quarter 2013 FDRB Findings & Recommendations
Chief Suhr spoke regarding closing April with a ten-year low in homicides. The
Chief commended the officers who are out there doing their jobs. The Chief also spoke
about recent events attended by the department including March of Dime March for
Babies, visit from delegates from Tunisia, and the Chief’s recent trip to Washington, DC.
Sergeant John Crudo, Internal Affairs Division, presented the 1st Quarter 2013
FDRB Findings & Recommendations and OIS summary.
b. OCC Director’s Report
- Review of recent activities
Director Hicks spoke regarding meeting with the Tunisian delegates. Director
Hicks also stated that she will be presenting the OCC’s Annual Report next week.

- Discussion re: Scheduling Resolution
Commissioner Mazzucco commended officers from Northern and Tenderloin
with helping his neighbor recover her stolen vehicle, specifically Sergeants Ryan and
Holder.
Commissioner Chan reported on attending the CPAB monthly meeting and that
the next meeting will be June 3rd .
d. Commission Announcements and scheduling of items identified for
consideration at future Commission meetings
Inspector Monroe announced that there will be no meeting on May 15th , and
will meet in the Ingleside on May 29th .
Commissioner Kingsley spoke in regards to pedestrian safety in the city.
PUBLIC COMMENT
Ray Hartz, SF Open Government, spoke in regards to responding to public
comments.
Unidentified spoke in regards to how the Commission does not respond to
studies done by the Controller’s Office in regards to Patrol Specials.
PRESENTATION OF THE PATROL SPECIAL OFFICERS COMPLIANCE REPORT
Commissioner Chan gave a brief background history as to the report.
Officer Eric Chang presented the Patrol Special Officers Compliance Report.

Unidentified spoke in regards to non compliance with the Controller’s study and
compliance should be on all criteria.
