MAY 8, 2013 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in Room
400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:35 p.m.
PRESENT: Commissioners Mazzucco, Marshall, Chan, Kingsley, Turman, Loftus
(Commissioner DeJesus waiting for reappointment at this time.)
PRESENTATION OF CERTIFICATES OF APPRECIATION

Captain Moser, Mission Station, presented the Certificate of Appreciation to Mr.
Thomas Arend.
Captain O’Sullivan, Bayview Station, presented the Certificate of Appreciation to
Ms. Tammy Ryan.
Commissioner Mazzucco commended Gary Delagnes for his work with the POA,
the Commission, and the Police Department and presented him with a Certificate of
Merit and Commendation.
PUBLIC COMMENT
Jackee Bryson spoke in regards to graffiti and graffiti abatement. She also
commended the newly promoted Commander Garrity and went on to thank Captain
Redmond for the passing calls around Folsom and Howard Streets.
PUBLIC COMMENT
Ray Hartz, SF Open Government, spoke in regards to the Office of Citizen
Complaints. (document submitted) "After my first experience with the Office Citizen
Complaints in 2007, I knew the process was a farce. The January 2013 complaint I’ve
been talking to this commission about for three months, along with all complaints filed
with OCC, are nothing but a waste of time and resources. So, play out the farce in
whatever way you want! I’m certain I will find the outcome both useful and amusing.
My future participation is best expressed by a quotation from the novel Atlas Shrugged
by Ayn Rand: "I will not help you to pretend that I have a chance. I will not help you to
preserve an appearance of righteousness where rights are not recognized. I will not
help you to preserve an appearance of rationality by entering a debate in which a gun is
the final argument. I will not help you to pretend that you are administering justice."
Clyde spoke in regards to the promotion of Commander Garrity and spoke in
regards to comments posted by police officers on the newspaper.
REPORTS AND ANNOUNCEMENTS

Chief Suhr gave a brief update on crime statistics and spoke of recent Academy
Graduation and Cinco De Mayo celebrations.
Lieutenant Michelle Jean, Special Victims Unit, Sgt. Kelly Cruger, and Dr. Nau, SF
General Hospital, spoke in regards to mental health issues including numbers of 5150
individuals brought into the emergency room and the reasons as to why patients are
released sooner than later.
Commander Corriea presented the Crisis Intervention Training update.
Captain Perea, Forensic Services Division, presented the report regarding Sexual
Assault DNA Testing.
PUBLIC COMMENT
Heather Marlow spoke regarding her experience with dealing with the SFPD
after being sexually assaulted at the Bay to Breakers in 2010 and not getting her rape kit
processed until recently.
Ray Hartz, SF Open Government, requested a request for a copy of the handout
given by Commissioner Chan to the Commissioners (copy handed to him by Insp.
Monroe) and went on to talk about the DNA evidence report.
(The Commission took a brief recess a 7:50 p.m. and reconvened at 8:05 p.m.)

Director Hicks presented the OCC’s 2012 Annual Report.

Commissioner Mazzucco had no report.
Commissioner Chan spoke about attending the Academy Graduation last Friday.
Commissioner Loftus gave a brief update on Language Access.
d. Commission Announcements and scheduling of items identified for
consideration at future Commission meetings
Inspector Monroe announced that there will be no meeting on May 15th , and
will meet in the Ingleside on May 29th , at Balboa High School Green Room, 1000 Cayuga
Avenue, San Francisco, at 6 p.m.
Commissioner Mazzucco would like a presentation regarding the department
social media policy.
PUBLIC COMMENT
Ray Hartz, SF Open Government, spoke regarding OCC’s annual report and
stated that there is nothing in the report regarding people using the OCC. (document
submitted) "I’ve only had the "The Office of Citizen Complaints 2012 Annual Report"
since yesterday. I haven’t had the time to examine it with the intensity that I shall apply
in the future. So far, I see it as nothing but a Potemkin Village on paper. Going forward
I will combine the information from this report with my own experiences interacting
with OCC . I will also make use of other reports such as the 2003 San Francisco Civil
Grand Jury Report and the 2003 San Francisco Controllers Report along with other
materials I have available. In the decade between, the changes have been nothing but
cosmetic. I don’t know about you, but I’m looking forward to future discussions! To
sum up my initial reaction, a quotation from William Shakespeare’s Macbeth is apropos:
"it is a tale told by an idiot, full of sound and fury, signifying nothing.""
ADJOURNMENT
Motion by Commissioner Mazzucco , second by Commissioner Kingsley to
adjourn the meeting in honor of Inspector Gary Delagnes and Ms. Tammy Ryan and Mr.
Thomas Arend. Approved 6-0.
Thereafter, the meeting was adjourned at 9:00 p.m.
