MAY 22, 2013                                                                     REGULAR MEETING

                The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:40 p.m.

 

PRESENT:             Commissioners Mazzucco, Marshall, Chan, Kingsley, Turman, Loftus

 

(Commissioner DeJesus waiting for reappointment at this time.)

 

CONSENT CALENDAR

-              Request to accept $5,000.00 donation from Ms. Karen Fireman to be use by       the SFPD Mounted Unit

               

                Motion by Commissioner Marshall, second by Commissioner Chan.

 Approved 6-0.

 

RESOLUTION NO. 13-23

 

APPROVAL OF THE REQUEST OF THE CHIEF OF POLICE TO ACCEPT DONATION OF $5,000.00 FROM MS. KAREN FIREMAN FOR USE OF THE SFPD MOUNTED UNIT

 

                RESOLVED, that the Police Commission hereby approves the request of the Chief of Police to accept donation of $5,000.00 from Ms. Karen Fireman for use of the SFPD Mounted Unit.

PUBLIC COMMENT

 

                Jackee Bryson spoke regarding the celebration of the Asian Heritage Month and thanked Chief Suhr for not having barricades around the dance area and commended Sgt. Tad Yamaguchi for his assistance.

                David Villalobos & John Kinks, Community Leadership Alliance, presented Certificate of Recognition to Deputy Chief John Loftus.

                Jeremy Miller, Idriss Stelly Foundation, spoke in regards to police brutality.

                Emil Lawrence spoke in regards to donation to the Mounted Unit and spoke in regards to illegal taxicabs.

                Clyde spoke in regards to eviction of the homeless and spoke regarding the termination of a civilian employee.

                Christopher Candia spoke in regards to actions by Insp. Elaine Economus in trying to serve a subpoena to his ex-wife.      Vic continued the statement of Mr. Candia in regards to actions by Insp. Economus.

               

REPORTS AND ANNOUNCEMENTS

                Deputy Chief Tomioka, for Chief Suhr, announced that Officer Michael Rivera of the Wilderness Program will be retiring and stated that the Department is currently looking for a replacement.  Chief Tomioka went on to talk about the SFPD Ball which raised approximately $60,000.  Chief Tomioka also talked about recent events including the Bay to Breakers and the America’s Cup Artemis incident where one crew member died.

-              Presentation of the OCC’s 2012 Annual Report

 

                Ms. Ines Fraenkel for Director Hicks has no report.

                Commissioner Mazzucco reported on a recent incident he witnessed on 3rd and Market Street of an officer doing CPR to a homeless man and of one citizen, a Department of Public Works employee, who called the officer for help.

 

                Commissioner Chan spoke in regards to her recent tour, with Commissioner Kingsley, of the 6th Street Public Safety Hub.

 

                Commissioner Loftus gave a brief update regarding the Crime Lab and testing of rape kits.          

 

d.            Commission Announcements and scheduling of items identified for consideration at future Commission meetings

               

                Inspector Monroe announced that on the 29th of May the Commission will meet in the Ingleside, Balboa High School, at 6 p.m.

 

PUBLIC COMMENT

                Emil Lawrence spoke in regards to first responders classes and stated that every officers should have CPR kits. 

 

ELECTION OF COMMISSION OFFICERS

 

                Motion by Commissioner Turman, second by Commissioner Kingsley to nominate Commissioner Mazzucco for President.  Approved 5-1.

 

PUBLIC COMMENT

                Jeremy Miller asked that election of officers be put over until the return of Commissioner DeJesus.

 

                Motion by Commissioner Mazzucco, second by Commissioner Kingsley to nominate Commissioner Turman for Vice President.  Commissioner Turman declines nomination and went on to nominate Commissioner Loftus.  Commissioner Loftus then urged Commissioner Turman to serve as Vice President of the Commission.  Commissioner Turman then went on to accept the nomination.

 

                Motion by Commissioner Mazzucco, second by Commissioner Kingsley to nominate Commissioner Turman for Vice President.  Approved 5-1.

 

PUBLIC COMMENT

                Emil Lawrence suggested that the voting be postponed until the return of Commissioner DeJesus.

                Jeremy Miller renewed his objection for the vote and suggested that the voting be postponed for a later date.

 

RESOLUTION NO. 13-24

ELECTION OF PRESIDENT OF THE POLICE COMMISSION

RESOLVED, that Commissioner Thomas P. Mazzucco shall serve as President of the San Francisco Police Commission.

                AYES:     Commissioners  Marshall, Kingsley, Turman, Loftus, Mazzucco

                NAYS:    Commissioner Chan

 

ELECTION OF VICE PRESIDENT OF THE POLICE COMMISSION

 

RESOLVED, that Commissioner L. Julius Turman shall serve as Vice President of the San Francisco Police Commission.

AYES:     Commissioners Mazzucco, Marshall, Kingsley, Turman, Loftus

NAYS:    Commissioner Chan

 

DISCUSSION REGARDING REVISED DEPARTMENT GENERAL ORDER 5.05, “RESPONSE AND PURSUIT DRIVING”                                                                                                                   

 

                Deputy Chief Tomioka and Sergeant Tad Yamaguchi presented Department General Order 5.05, “Response and Pursuit Driving.”

 

 

PUBLIC COMMENT

                Emil Lawrence spoke on how difficult for an officer to memorize this general order and stated that orders should be one or two pages only to make it easier for officers to understand and memorize.

                Motion by Commissioner Marshall,  second by Commissioner Kingsley.  Approved 6-0.
