JULY 10, 2013 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in Room
400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:40 p.m.
PRESENT: Commissioners Mazzucco, Turman, Marshall, Chan, Kingsley, Loftus
(Commissioner Loftus arrived at 5:40 p.m.)

APPROVAL OF THE MINUTES
- For the meeting of April 24th , May 22nd & 29th , and June 26, 2013
Motion by Commissioner Marshall, second by Commissioner Chan. Approved 5-
0.
PRESENTATION OF CERTIFICATE OF APPRECIATION
Chief Suhr spoke in regards to the incident involving Officer Matthew Lobre and
presented Officer Lobre with a Certificate of Merit and Appreciation.
PUBLIC COMMENT
Jakkee Bryson showed the Commissioners her Certificate of Honor from the
Board of Supervisors. She went on to commend Officer Oryall for responding. She
went on to talk about suing her landlord and violation of Article 12L and that it is being
investigated.
Maria Bailey thanked Chief Suhr for looking at the paperwork she handed him
and thanked the Chief of putting more law enforcement in the Tenderloin area.
Clyde spoke in regards to the Asiana plane crash and spoke in regards to bad
cops.
Diane Kerpio, SF resident, spoke in regards to OCC complaint where she was
taken in for 5150 and spoke about trying to obtain a police report and getting no
response and no response from the OCC.
Unidentified spoke in regards to officer’s response and played a recorded
conversation allegedly with a police officer.
REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities
Chief Suhr spoke in regards to activities within the Department including the
Superior Court decision regarding DOMA and Prop 8 and spoke of incidents that
happened after the decision was made. The Chief then spoke of a robbery incident,
homicides in the Bayview and 16th Street. The Chief spoke of the crash of Asiana Flight
214 on Saturday, July 6th , and spoke of actions by the officers, the fire crew, and the
crew of Asiana in saving lives.
b. OCC Director’s Report
- Review of recent activities
- Presentation of the OCC’s Monthly Comprehensive Statistical Report and
Companion Reports for the periods January 1 through June 30, 2013 and
January 1 through June 30, 2012, Mediation of Complaints in June 2013 and
Adjudication of Sustained Complaints in June 2013
- Presentation of the OCC’s 1st Quarter Report
Director Hicks presented the OCC’s June Comprehensive Statistical Report and
the OCC’s 1st Quarter Statistical Report.

Commissioner Marshall spoke in regards to attending the 20th Anniversary of
the Law Center Against Gun Violence.
Commissioner Loftus reported attending the driving training at the Academy
and thanked Sgt. Yamaguchi and James Petrie and Bill Dwyer.
Commissioner Chan spoke in attending the 20th Anniversary of the Law Center
Against Gun Violence and of attending the driving class at the Academy and
commended Sgt. Yamaguchi.
Commissioner Kingsley also spoke in regards to attending the driving class and
commended Sgt. Yamaguchi and the retired officers. She went on to thank the Chief for
attending the 20th Anniversary event.
d. Commission Announcements and scheduling of items identified for
consideration at future Commission meetings
Inspector Monroe announced that there is no meeting on July 17th and
announced that the District Meeting will be on July 24th in the Taraval.
