The Police Commission of the City and County of San Francisco met in Room
400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:35 p.m.
PRESENT: Commissioners Mazzucco, Turman, Marshall, DeJesus, Chan, Kingsley,
Loftus
ADOPTION OF THE MINUTES
- For the meetings of January 8th & 22, 2014
Motion by Commissioner Chan, with a minor change for January 8th , second by
Commissioner Kingsley. Approved 7-0.
CONSENT CALENDAR
- Police Commission Report of Disciplinary Actions, 4th Quarter 2013
- Request of Officer John Ruggeiro for approval to accept a $25.00 Starbucks
Gift Card from Mr. Loren Lopin

RESOLUTION NO. 14-7
APPROVAL OF THE REQUEST OF OFFICER JOHN RUGGEIRO TO ACCEPT A $25.00
STARBUCKS GIFT CARD FROM MR. LOREN LOPIN
RESOLVED, that the Police Commission hereby approves the request of Officer
John Ruggeiro to accept a $25.00 Starbucks Gift Card from Mr. Loren Lopin.

PUBLIC COMMENT
Jakkee Bryson commended two officers of Tenderloin Station and Captain
Cherniss; Officer David Lee #398 for his help with filing a Police Report in regards to a
vicious dangerous dog; Officer Green for his help in acquiring a form.
Ray Hartz, SF Open Government, spoke in regards to his hearing before the
Sunshine Ordinance Task Force and spoke of someone’s right to speak.
Michael Petrelis spoke in regards to his OCC complaint against Chuck Limbert.
He also spoke of an arrest made in the Mission and in the Castro and excess police force.
Maria Bailey spoke of how she sees the difference in what’s happening around
the city and asked for more patrol in the city.
Ms. Paulette Brown spoke in regards to her son Aubrey Abrakasa who was
murdered in 2006. She went on to show the names of the individuals responsible and
showed pictures of victims of unsolved homicides.
Clyde spoke in regards to two motorcycle cops and their attitude.
Stephen commended Lt. Ed Santos, ALU, and spoke in regards to budget for the
ALU Unit.

Chief Suhr announced the homicide tip line 575-4444 for any information to the
homicide of Ms. Brown’s son.
Deputy Chief Loftus presented a Certificate of Appreciation to DPW for their
help with Occupy SF.
Commander Garrity presented a Certificate of Appreciation to Mr. Hines for his
help with Late Night Peace Hoops.
Commissioner Mazzucco announced that the meeting will be adjourned in
honor of Officer Michael Hutchings who recently passed away.
Chief Suhr gave a brief update in regards to a recent homicide, 2nd for this year,
and spoke of a pedestrian fatality yesterday. The Chief asked the public to please slow
down and pay attention.
Sergeant Crudo presented the 4th Quarter FDRB Findings & Recommendations &
the OIS Investigative Summary.
Director Maureen Gannon & Carolyn Welsh presented the Department’s Budget
Presentation for Fiscal Year 2014/2015.

Monthly Comprehensive Statistical Reports and Companion Reports for the
Periods January 1 through December 31, 2013 and January 1 through
December 31, 2012, Mediation of Complaints in December 2013 and
Adjudication of Sustained Complaints in December 2013
- Presentation of the OCCs 2013 First Amendment Compliance Audit of San
Francisco Police Department Records pursuant to Department General Order
8.10
- OCC’s Budget Presentation for Fiscal Years 2014/2015 & 2015/2016
Director Hicks reported on recent activities including participating in a panel in
Santa Rosa in regards to the shooting of a 13-year old by a deputy sheriff. She also
spoke of Ms. Marion participation with Women Against Rape. Director Hicks also spoke
of attending a meeting at the PUC in regards to reducing water usage by 10 percent.
Director Hicks then presented the December 2013 Comprehensive Statistical
Report and Mediation of Complaints & Adjudication of Sustained Complaints in
December 2013.
Director Hicks then presented the 2013 First Amendment Compliance Audit
pursuant to DGO 8.10.
Director Hicks then presented the OCC’s Budget for Fiscal Year 2014/2015 &
2015/2016.

Commissioner Mazzucco has no report.
Commissioner Marshall reported that he was asked to go back to Campton, New
Jersey, to discuss the issue of violence.
Commissioner Turman commended Deputy Chief Orkes for his promotion and
Commander Ferrigno for her promotion. Commissioner Turman also congratulated
Deputy Chief Biel on his retirement.
Commissioner Loftus reported that this is the 50th Anniversary of her mom,
Maureen Roche, coming to the United States.
d. Commission Announcements and scheduling of items identified for
consideration at future Commission meetings
Next meeting will be on February 12th and no meeting on the 19th . The District
Meeting will be at Grattan Elementary School on February 26th .
Commissioner Turman announced that Friday, February 14th , is African
American Read In, and that every elementary school classroom has someone reading
and that there is a wait list and that he has signed up all the commissioners for next
year.

Officer Carla Brown explained the reasoning to terminate the Assistant Patrol
Special status of Moises Romero.
Motion by Commissioner Chan, second by Commissioner Kingsley. Approved 7-
0.
