APRIL 23, 2014                                                                                   REGULAR MEETING

                The Police Commission of the City and County of San Francisco met in the Southern District, at The Old Mint, 88 5th Street, San Francisco, at 6:05 p.m.

 

PRESENT:             Commissioners Mazzucco, Turman, Marshall, DeJesus, Chan, Loftus

 

(Commissioner Marshall arrived at 6:15 p.m.)

 

                Commissioner Mazzucco welcomed the audience and asked the Commissioners to introduce themselves.

 

CONSENT CALENDAR

-              Request for approval to accept donation of a dog from the Asian Pacific Islander Community Forum (API) to the SFPD Tactical K-9 Unit, valued at      $9898.20

 

PUBLIC COMMENT

                None

 

                Motion by Commissioner Chan, second by Commissioner DeJesus. 

Approved 6-0.

 

RESOLUTION NO. 14-19

 

APPROVAL OF THE REQUEST OF THE CHIEF OF POLICE TO ACCEPT DONATION OF A DOG FROM THE ASIAN PACIFIC ISLANDER COMMUNITY FORUM (API) TO THE SFPD TACTICAL K-9 UNIT, VALUED AT $9898.20                                                                    

 

                RESOLVED, that the Police Commission hereby approves the request of the Chief of Police to accept donation of a dog from the Asian Pacific Islander Community Forum (API) to the SFPD Tactical K-9 Unit, valued at $9898.20.

REPORTS AND ANNOUNCEMENTS

a.            Chief’s Report

-              Review of recent activities

 

                Chief Suhr welcomed and addressed the audience and updated the Commission on recent events in the city including crime statistical updates.  Chief Suhr also spoke of recent collision involving a vehicle and a pedestrian and asked everyone to slow down and be careful in crossing the street.

 

b.            OCC Director’s Report

-              Review of recent activities

 

                Director Hicks addressed the audience and went on to describe the duties and responsibilities of the OCC.

                Commissioner Marshall announced that 200 guns were turned in during the gun buy-back in the Ingleside.

 

                Commissioner Chan also reported on attending the recent Retirement Ceremony.

 

d.            Commission Announcements and scheduling of items identified for consideration at future Commission meetings

-              Assignment of disciplinary charges filed against Assistant Patrol Special Officers Christian Crane, Star No. 2643, and Thomas Wong, Star No. 2554, to an individual Commissioner for the taking of evidence on a date to be determined by the Commission

 

                Inspector Monroe announced that the next meeting will be on Wednesday, May 7th, at City Hall, Room 400, at 5:30 p.m.

 

                Commissioner Loftus also announced that the issue of pedestrian safety will be addressed by the Commission on May 7th.

 

                Commissioner DeJesus would like to calendar for discussion the matter of body cameras for officers.

 

                Commissioner Mazzucco introduced Patrol Special Officer Byard and also announced the resignation of the Hart Brothers as Patrol Special Officers effective April 22, 2014.

 

                Inspector Monroe also announced that Assistant Patrol Special Wong has resigned and

 

RESOLUTION NO. 14-20

 

ASSIGNMENT OF COMMISSIONER AND SETTING OF DATE FOR THE TAKING OF EVIDENCE ON THE DISCIPLINARY CHARGES FILED AGAINST ASSISTANT PATROL SPECIAL OFFICERS CHRISTIAN CRANE, STAR NO. 2643, AND THOMAS WONG, STAR NO. 2554, (FILE NO. ALW IAD CASE NO. 2013-0193)                                                                                  

 

                WHEREAS, the assignment of a Commissioner and setting of a date for hearing on disciplinary charges filed against Assistant Patrol Special Officers Christian Crane, Star No. 2643, and Thomas Wong, Star No. 2643, was called it having been set for this date; and

 

                WHEREAS, Commissioner Thomas Mazzucco is hereby assigned to conduct taking of evidence in the disciplinary charges filed against Assistant Patrol Special Officers Christian Crane and Thomas Wong; therefore be it

 

                RESOLVED, that Commissioner Thomas Mazzucco is hereby assigned to conduct taking of evidence in the disciplinary charges filed against Assistant Patrol Special Officers Christian Crane and Thomas Wong, and is to be set at a later date.

CAPTAIN MICHAEL REDMOND, COMMANDING OFFICER OF SOUTHERN STATION, TO ADDRESS THE COMMISSION ON POLICE ACTIVITIES IN THE SOUTHERN DISTRICT

 

                Captain Redmond thanked the Southern officers for their hard work, the community, PSA Nicole Workman for her work on his presentation, Jeff Sosnow, Executive Director of The Mint, and Tamara Hayes for the use of the facility, Michael Anthony, Supper Club Nightclub owner, for supplying the food tonight, and his Police Advisory Board for their work in the community.

 

                Mr. Sosnow, Executive Director of The Mint, addressed the Commission and the audience in regards to the history of The Old Mint and its museum.

 

                Captain Redmond described the Southern District’s demographics and spoke of police activities in the Southern District.

 

PUBLIC COMMENT

 

                Bryan Hill, Castro District resident, spoke to support the Patrol Special Program to help reduce crime and improve quality of life in the Castro.

                Joyce, Psychiatric Mental Health worker, thanked Captain Redmond and his officers for their work and their support.

                Rita Lark spoke of concerns regarding her neighbor at 1839 Eddy Street and asked for help.

                Mr. Halib, business owner, addressed the need for a crosswalk on Jesse and 6th.

                Jaime, Rincon Hill resident, commended Captain Redmond for his work and commended the Hart Brothers for their work in the district.

                Ms. Paulette Brown spoke of her son’s murder and his cold case.  She spoke of the Healing Circle which consists of parents who have lost their children to homicide.  She asked for help for closure.

                Jakkee Bryson thanked Captain Redmond and his officers for making the Market Street and Mission Street area a safe place to go and play. 

                Marisa Rodriguez, DA assigned to the Central and Southern District, commended Captain Redmond and his officers for their work with the community.

                None

 

VOTE ON WHETHER TO HOLD CLOSED SESSION

 

                Motion by Commissioner Marshall, second by Commissioner Chan.  Approved 6-0.

 

CLOSED SESSION

PERSONNEL EXCEPTION:  Discussion and possible action to accept or reject Stipulated Disposition of disciplinary charges filed in Case No. IA 2012-0223, or take other action, if necessary
