JUNE 11, 2014                                                                                    REGULAR MEETING

                The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:30 p.m.

               

PRESENT:             Commissioners Mazzucco, Turman, Marshall, DeJesus, Loftus, Hwang

 

PUBLIC COMMENT

 

                Mary Row, SF resident and city worker for 24 years, spoke in regards to her child who was murdered in 2007 and spoke of how hard it is to get an update from homicide regarding her child’s case.  She asked for a phone call once a year to the family for an update.

               

REPORTS AND ANNOUNCEMENTS

a.            Chief’s Report

-              Review of recent activities

-              Presentation re:  Crisis Intervention Training Update

               

                Chief Suhr spoke of recent incident where a statue fell on an 18-month old child at Fisherman’s Wharf.  The Chief also spoke of a car collision where two pedestrians were injured.  He also spoke of a homicide on Turk Street which is the 9th homicide of the year.  The Chief also spoke of Future Grads of SF Citi.

 

                Commander Corriea presented the update regarding the Crisis Intervention Training.

 

                Lieutenant Yin spoke of the CIT training curriculum.

 

-              Skip Boyce Smith, Executive Director NAMI, thanked the Commission for their oversight and the department for accomplishing cultural change through CIT.

-              Michael Goss, Deputy Director of Mental Health SF, thanked Commander Corriea for his work with CIT and invited the Commission to attend one of their meetings and stated that the 911 codes are key and will make all the difference in the world.

-              David Elliot Lewis, Co-chair Mental Health Board, commended Commander Corriea and all the volunteers who work to make this happen.  He spoke of the need for additional funding for site visits and catered lunches for the officers.

-              Jesse, Doctoral Candidate through Berkeley, spoke of research he is doing that proves the effectiveness of CIT training.

-              Jennifer Freidenbuch, Director of Coalition for Homelessness, thanked the Chief and the Commission for making CIT happen and thanked Commander Corriea for his work with the program.

 

                Chief Suhr thanked Commander Corriea and Lt. Yin for their work with CIT.

 

                Commissioner Loftus invited Vinnie Ng to share his story about the tragic loss of his sister.

 

                Mr. Vinnie Ng, 12-year resident of SF, spoke of how he and his family first came to SF as Cambodian refugees.  He spoke of how his sister, Jasmine, suffered post traumatic stress and had an episode in Southern California where she was shot by police without CIT.  He spoke of how important this program is for all individuals and for all law enforcement and asked the Commission for their continued support for CIT and inter-department relationships.

 

b.            OCC Director’s Report

-              Review of recent activities

-              Presentation of the OCC’s Statistical Reports & Summary of Cases received in May 2014, Mediation of Complaints in May 2014, and Adjudication of Sustained Complaints in May 2014, and Companion Reports

               

                Director Hicks presented the OCC’s Statistical Reports & Summary of Cases for May 2014.  Director Hicks also reported on the recent OCC budget, personnel, and outreach and training.

                Commissioner Mazzucco reported about the visit with Commissioner Hwang to the OFJ.

 

                Commissioner Marshall spoke of graduation and scholarships for young people from Public Housing.

 

                Commissioner Loftus also spoke of the retirement of Deputy City Attorney Marie Blits and spoke of the opening of the Children’s Advocacy Center at 3450 3rd Street.

 

                Commissioner Hwang spoke of hosting a welcome luncheon for Captain Lazar and his invite to a community forum on July 2nd.  He also spoke of attending a forum in Montana to attend the National Hate Crimes Conference.

 

                Commissioner Marshall thanked Marie Blits for her work with the Commission.

 

                Commissioner Mazzucco also thanked Marie Blits for her work with the Commission.

 

                Commissioner DeJesus also thanked Marie Blits for her work with the Commission and how she will be missed.

d.            Commission Announcements and scheduling of items identified for consideration at future Commission meetings

 

                Inspector Monroe announced that there will be no meeting on the 18th.  The District Meeting will be in the Richmond District, Presidio Middle School, 450 30th Avenue, at 6:00 p.m., on June 25th.

               

PUBLIC COMMENT

 

                Larry Juicy Edmund spoke of the reports presented and how he has learned from attending the meetings about the commission and the police department.

                Emil Lawrence spoke of the OCC’s cases received and how some of the complaints should be considered as felonies.

               

DISCUSSION AND POSSIBLE ACTION REGARDING THE SALE OF PROPERTY LOCATED AT 2300 THIRD STREET, PER POLICE COMMISSION RESOLUTION 12-18                                           

               

                Mr. John Updike, Director of Real Estate, presented his recommendation for the Commission’s consideration.

               

                The Commission asked for more time before making a decision.  Put over six weeks.

 

PUBLIC COMMENT

                Larry Juicy Edmund asked about the property and stated that it is a historic building.

                Emil Lawrence discussed concerns that the property will be demolished and that there should be appraisals for the building available to the Commission, and that the department should get a percentage from the sale.
