AUGUST 13, 2014 REGULAR MEETING
The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:33 p.m.

PRESENT: Commissioners Mazzucco, Turman, Marshall, DeJesus, Loftus, Melara
ABSENT: Commissioner Hwang

(Commissioner DeJesus arrived at 5:36 p.m. and was excused at 6:45 p.m.)

CONSENT CALENDAR
- Police Commission Report of Disciplinary Actions, 2nd Quarter 2014

PUBLIC COMMENT

Motion by Commissioner Marshall, second by Commissioner Melara. Approved 5-0.

PUBLIC COMMENT

Ray Hartz, SF Open Government, spoke of his last visit with the Commission about the OCC’s report. He discussed concerns that individuals should be fearful when coming before the Commission. He went on to talk about a meeting at the Bayview Hunter’s Point.
Clyde spoke about cheating at the police academy and spoke of homicide rates in San Francisco.
Maria invited the Commission to a march on August 22nd which marks the death anniversary of Alejandro Nieto’s death. She discussed concerns regarding the investigation of this case. (Document submitted)

Commissioner Mazzucco read the press release in regards to the anniversary of the homicide of Aubrey Abrikaza.

Ms. Paulette Brown spoke in regards to the homicide of her son, Aubry Abrikaza. She asked for justice for her son and showed photographs of victims of unsolved homicides. She showed the names of suspects: Thompson Hannibal, Paris Moffett, Andrew Videau, Jason Thomas, Anthony Hunter, & Mauric Carter.
Diane Carpio spoke in regards to her OCC complaint and spoke of outcomes for the public in regards to OCC complaint investigations and asked for policy changes in regards to OCC investigation outcomes.

REPORTS AND ANNOUNCEMENTS
a. Chief’s Report

- Presentation of the 2nd Quarter 2014 FDRB Findings & Recommendations & OIS Investigative Summary

Chief Suhr announced the homicide tip line 575-4444. The Chief then gave a brief update on crime rates and spoke of recent incident involving two motorcyclists. The Chief spoke of recent events including Outside Lands and counterfeit tickets. The Chief reported that the Department has no backlog in regards to rape kit testing. Chief Suhr acknowledged and commended Leah Sham of the Bicycle Coalition.

Commander Ali presented the Quarterly Statistical Report on Traffic Safety Efforts.

Captain Oberzeir presented the Traffic Enforcement part of the presentation.

Leah Sham, Executive Director Bicycle Coalition, addressed the Commission and thanked the Chief and the Commission for their leadership.

Ms. Snyder, Walk SF, thanked Commissioner Loftus for her leadership and thanked the Department for their work towards the goal of Vision Zero.

Sergeant Crudo presented the 2nd Quarter 2014 FDRB Findings & Recommendations & OIS Investigative Summary.

b. OCC Director’s Report

Director Hicks announced that the OCC is currently able to take complaints online.
Director Hicks presented the June and July 2014 Summary of Cases and Mediation of Complaints, and the OCC’s 2nd Quarter 2014 Statistical Report.

Commissioner Mazzucco spoke of the Medal of Valor Awards Committee meeting and spoke of how it was an honor to be in the room with those officers. Commissioner Mazzucco also introduced newly appointed Commissioner Melara.

Commissioner Turman reported on attending a NACOLE Training in regards to training on transgender issues in law enforcement and stated that it was a great learning experience.

d. Commission Announcements and scheduling of items identified for consideration at future Commission meetings

Inspector Monroe announced that there is no meeting on the 20th. The next meeting will be on August 27th at City Hall.

Commissioner Mazzucco asked that the election of officer be calendared for September 3rd and the social medial DGO for September 10th.

PUBLIC COMMENT

Diane Carpio spoke of the status of her OCC complaint and the findings of “No Findings.” She asked that clear indications of how cases are closed be added to the OCC’s statistical reports.
Emile Lawrence, SF resident, spoke of being stopped and beat up by the SFPD and filing OCC complaints.
Ray Hartz spoke of being cut off while he was making his comments. He went on to discuss concerns regarding the OCC reports.
Ms. Paulette Brown discussed concerns regarding DPW taking down the Crime Bulletins regarding her son’s homicide. She asked that a place be designated in public places so that posters are not taken down. She asked for help to post these posters at bus stops and DMVs and asked for help from the Police Association.

DISCUSSION AND POSSIBLE ACTION REGARDING THE SALE OF PROPERTY LOCATED AT 2300 THIRD STREET, PER POLICE COMMISSION RESOLUTION 12-18 (ACTION)

Mr. John Updike, Director of Real Estate, presented his report regarding the property. He asked to come back in four to six week with a process outline for the Commission to consider.

Commissioner Mazzucco asked that he comes back in six weeks to report the value of the property for sale or for lease.
