DECEMBER 3, 2014 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:30 p.m.

PRESENT: Commissioners Mazzucco, Turman, Marshall, DeJesus, Loftus, Melara, Hwang

ADOPTION OF MINUTES
- For the meetings of August 6, 2014, September 24, 2014, October 1st, 8th, 22, 2014 and November 5, 2014

Motion by Commissioner Melara, second by Commissioner Marshall. Approved 7-0.

CONSENT CALENDAR
- Baseline Sworn Staffing Report for SFPD Airport Bureau FY 14-15 & FY 15-16

Motion by Commissioner Mazzucco, second by Commissioner Marshall. Approved 7-0.

PUBLIC COMMENT

Maria Bailey stopped by to wish the Commissioner Happy Holidays and stated she was sorry to hear about officers hurt last Friday.
Jakkee Bryson stated that things are going better at the Tenderloin and went on to commend Captain Cherniss for his work. She went on to commend the Captain on his weekly newsletter and providing hard copies for the public. She also is hoping for a peaceful and quiet holiday season.

REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities
- Presentation of the Quarterly Statistical Report per Commission Resolution 14-26, “Safe Streets for All,” adopted May 7, 2014

Chief Suhr spoke in regards to Thanksgiving week and spoke of three homicides last week. The Chief also spoke of events that happened on Black Friday in Union Square where officers were hurt. The Chief also spoke of recent officer-involved shooting involving an off duty officer. The Chief announced that Saturday will be Brave the Bay benefitting the Make-a-Wish Foundation.

Commander Ali presented the 3rd quarter Statistical Report per the “Safe Streets for All” Resolution. He went on to show a training video in regards to Pedestrian Safety.

Eric, SF Bicycle Coalition, spoke of making the training video and hopes that this video will be an ongoing part of training for the officers.

Tyler Frisbee, SF Bicycle Coalition, addressed the Commission and spoke of Focus on the Five and how it relates to safety on the streets. She also commended Captain Silverman for increased enforcement in the Richmond District.

Ms. Schneider thanked Commander Ali and Chief Suhr for their work and in getting the video out.

- Presentation of OCC’s Statistical Reports, Summary of Cases received in October 2014, Mediation of Complaints in October 2014, Adjudication of Sustained Complaints in October 2014, and Companion Reports

Director Hicks presented the October 2014 Comprehensive Reports.

Commissioner Loftus has no report.

Commissioner Marshall announced that on Sunday, he will be talking about the Ferguson verdict at 8 p.m. on KMEL.

Commissioner Melara spoke of attending a meeting in regards to Bay Area Domestic Violence and asked about language access for DV victims.

d. Commission Announcements and scheduling of items identified for consideration at future Commission meetings

Inspector Monroe announced that next meeting will be next week, December 10th, after that the next meeting will be on Wednesday, January 7, 2015.

PUBLIC COMMENT

Rudy commended the Chief for his work with the youth about Safe Walking Habits. He asked if the work can be done with the seniors.
Vladimir spoke of being thrown out on the streets by San Francisco Police in the middle of the night. He stated that this happened in October of last year and that he is still out on the street as of this date. He asked the Commission for help.
Kevin Stall, Pedestrian Safety Committee, spoke of the numbers on Focus on the Five in the Tenderloin and wished Commissioner Hwang happy birthday.

DISCUSSION AND POSSIBLE ACTION TO ADOPT REVISED DEPARTMENT GENERAL ORDER 8.08, “BOMB THREATS, CLANDESTINE LABORATORIES, DESTRUCTIVE DEVICES, EXPLOSION, AND FIREWORKS”
