DECEMBER 10, 2014 REGULAR MEETING

The Police Commission of the City and County of San Francisco met in Room 400, City Hall, #1 Dr. Carlton B. Goodlett Place, San Francisco, at 5:30 p.m.

PRESENT: Commissioners Turman, Mazzucco, DeJesus, Melara, Hwang
ABSENT: Commissioners Loftus, Marshall

CONSENT CALENDAR
- Request of PSA Santos Joseph for approval to accept a Jack Daniels Gift Box from a gentleman he assisted while on duty at SF International Airport, valued at approximately $20.00

Motion by Commissioner Melara, second by Commissioner Mazzucco. Approved 5-0.

RESOLUTION NO. 14-55

APPROVAL OF THE REQUEST OF PSA SANTOS JOSEPH TO ACCEPT A JACK DANIELS GIFT BOX FROM A GENTLEMAN HE ASSISTED WHILE ON DUTY AT SF INTERNATIONAL AIRPORT, VALUED AT APPROXIMATELY $20.00

RESOLVED, that the Police Commission hereby approves the request of PSA Santos Joseph to accept a Jack Daniels Gift Box from a gentleman he assisted while on duty at SF International Airport, valued at approximately $20.00.

Motion by Commissioner Mazzucco, second by Commissioner Melara. Approved 5-0.

RESOLUTION NO. 14-56

APPROVAL OF THE REQUEST OF CAPTAINS DAVID LAZAR AND CAPTAIN JASON CHERNISS TO ACCEPT 16 PASSES TO THE UNION SQUARE ICE RINK FOR THEIR YOUTH ENGAGEMENT PROGRAMS, FROM MR. RICH THOMPSON OF WILLY BIETAK PRODUCTIONS, INC., VALUED AT APPROXIMATELY $176.00

RESOLVED, that the Police Commission hereby approves the request of Captain David Lazar and Captain Jason Cherniss to accept 16 passes to the Union Square Ice Rink, from Mr. Rich Thompson of Willy Bietak Productions, Inc., for their Youth Engagement Programs, valued at approximately $176.00.

PUBLIC COMMENT

Daniel Paez, Act Up and co founder Queer Nation SF, spoke of brutality by SFPD against demonstrators.
Tom Silhorst spoke of Mission Station corruption and spoke of conviction of three officers because of corruption.
Ace Washington spoke of incidents involving police and spoke of community policing.
Sharon Hewitt offered her service to bring the community together and stated that black lives matter.
David Elliot Lewis, Escrow Collaborative and CIT Committee, spoke in regards to the redistricting.
Jakkee Bryson stated that having the redistricting of the Tenderloin makes a lot of sense.
C.W. Johnson, S.O.L. Team, commended the Department in regards to CIT training provided.

REPORTS AND ANNOUNCEMENTS
a. Chief’s Report
- Review of recent activities

Chief Suhr spoke of the two officers convicted of felony in Federal Court and announced that one of the officers had resigned. The Chief also talked about recent two homicides in the Mission District. Total for the year of 43 homicides. The Chief announced the Gun Buy Back happening on Saturday.

b. OCC Director’s Report
- Review of recent activities
- Presentation of OCC’s Statistical Reports, Summary of Cases received in November 2014, Mediation of Complaints in November 2014, Adjudication of Sustained Complaints in November 2014, and Companion Reports

Director Hicks spoke that the OCC is hosting LAPD in regards to the mediation program. Director Hicks then presented the November 2014 Comprehensive Reports.

Commissioner Turman announced that the Commission will be meeting within the communities in regards to the redistricting at the TTF on January 28th, Northern on Feb 11th, Southern on Feb 25th, and in the Bayview on March 4th.

Commissioner Mazzucco responded in regards to an article in regards to the Medal of Valor awarded to officers in regards to officer-involved shootings. Commissioner Mazzucco explained the process taken to award the officers Silver Medals of Valor. Commissioner Mazzucco stated that the article is inaccurate.

Commissioner DeJesus also responded in regards to the comments made by Commissioner Mazzucco and suggested putting the Awards process on the agenda for discussion sometime in January or February.

d. Commission Announcements and scheduling of items identified for consideration at future Commission meetings

Inspector Monroe announced that next week there will be no meeting and that the next meeting will be on Wednesday, January 7, 2015.

PRESENTATION OF THE DISTRICT STATION BOUNDARY ASSESSMENT REPORT

Randy McClure and Kim Craven, PSSG, presented the District Station Boundary Assessment Report.

Commissioner Turman again announced that the Commission will be meeting within the communities in regards to the redistricting at the TTF on January 28, Northern on Feb 11, Southern on Feb 25, and in the Bayview on March 4th and locations will be determined.

PUBLIC COMMENT

David Lewis, edge of Tenderloin resident at corner of Larkin and O’Farrell spoke in regards to drug dealers dealing across a community playground moving the Tenderloin western boundary to VanNess.
Mary Harris, OMI Neighborhood in Action, asked if the Mission and Ingleside would stay the same.
Michael Cameron, Tenderloin, agreed that line set on Larkin be moved at least to Polk Street would make a difference.

Motion by Commissioner Melara, second by Commissioner Mazzucco to adjourn the meeting in memory of Officer Hope Nechuta. Approved 5-0.

Thereafter, the meeting was adjourned at 7:30 p.m.
