                The Police Commission of the City and County of San Francisco met via videoconference at

5:40 p.m.

                PRESENT:             Commissioners Taylor, DeJesus, Elias, Brookter, Cohen

                ABSENT:               Commissioner Hamasaki

ADOPTION OF MINUTES

    Motion by Commissioner Brookter, second by Commissioner Elias.  Approved 5-0.

    a.            Chief’s Request

                    Chief spoke of a rise in burglaries and reported on arrests made in connection to garage thefts where 18 bicycles and 1 scooter were recovered from this one arrest which brings a total of 15 suspects arrested over the past two months in connection with garage theft.  The Chief reminded the public to close their garages and to register bikes online with SF Safe.

                     Chief Scott reported on crime trends:  Car burglaries down 43 percent; violent crimes down 22 percent; homicides up 27 percent; gun violence is up 22 percent. 

                    Chief Scott reported on the arrest of three suspects in connection to a 2019 homicide where two victims in a vehicle were shot at in the area of Leavenworth and Ellis.  The Chief also reported on an arrest of a groper in the Pacific Heights area and the arrest of two suspects who sexually exploited a number of students through the internet.  The Department was assisted by law enforcement agencies from Contra Costa County, Department of Homeland Security, Oakland Police Department, and the Unified Police Department of the Greater Salt Lake Area in Utah.

      The Chief also gave an update in regards to the election and stated that there were no civil unrest in the city.  There was a small protest in front of Mission Station but was peaceful.

                    Deputy Chief Greg Yee presented the FDRB Findings & Recommendations & OIS Investigative Summaries, 3rd Quarter 2020.

                    Deputy Chief Greg Yee presented the Family Code 6228 quarterly report for the period of April 1, 2020 through June 30, 2020.               

    b.            DPA Director’s Report

    -              Report on recent DPA activities, and announcements

    -              Presentation of the monthly Statistical Report, September 2020               

                    Director Henderson gave an update on year-to-date stats:  682 cases opened cases and closed 769 cases year to date; 350 pending cases; 37 cases sustained; 33 cases past 270 days; 32 cases mediated; 31 cases pending with the Chief; 13 cases pending with the Commission.  Outreach:  attended the Taraval & Mission Community Meetings; Oct 29th, Virtual Mediation Conference; Oct 30th, Stakeholders meeting, & participated in panel with Youth Defenders.

                    Director Henderson presented the monthly statistical report, September 2020.

    PUBLIC COMMENT

                    Francisco Dacosta spoke in regards to the Chief’s report and stated that the report does not make sense and is boring.  He went on to talk about San Francisco quality of life and that no discussion regarding quality of life and safety is not discussed.

                    Brian Cox stated that he agrees with FDRB decision regarding OIS 19-002 should be ruled out of policy.

                    Ms. Paulette Brown spoke in regards to her son Aubrey Abrakasa’s unsolved homicide and stated that it’s been 14 years and asked what else can be done for unsolved homicides and find justice for her son.

    DISCUSSION AND POSSIBLE ACTION TO ADOPT A RESOLUTION URGING THE BOARD OF SUPERVISORS TO AUTHORIZE THE CHIEF OF POLICE TO RETROACTIVELY ACCEPT AND EXPEND A GRANT IN THE AMOUNT OF $185,242 FROM THE CALIFORNIA COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING (POST) FOR THE PROJECT PERIOD BEGINNING ON OCTOBER 15, 2020 AND ENDING ON JUNE 30, 2021

    Chief Financial Officer Patrick Leung presented the Peace Officer Standards and Training Project grant and the Boating and Waterways for the SFPD Marine Unit.

                    Motion by Commissioner Brookter, second by Commissioner DeJesus.  Approved 5-0.

    DISCUSSION AND POSSIBLE ACTION TO ADOPT A RESOLUTION URGING THE BOARD OF SUPERVISORS TO AUTHORIZE THE CHIEF OF POLICE TO RETROACTIVELY ACCEPT AND EXPEND A GRANT IN THE AMOUNT OF $101, 859 FROM THE STATE OF CALIFORNIA, DEPARTMENT OF PARKS AND RECREATION, DIVISION OF BOATING AND WATERWAYS FOR THE SFPD MARINE UNIT FOR THE PROJECT PERIOD BEGINNING ON OCTOBER 1, 2020 AND ENDING ON SEPTEMBER 1, 2021

                    Motion by Commissioner DeJesus, second by Commissioner Brookter.  Approved 5-0.

    RESOLUTION NO. 20-71

    APPROVAL TO ADOPT A RESOLUTION URGING THE BOARD OF SUPERVISORS TO AUTHORIZE THE CHIEF OF POLICE TO RETROACTIVELY ACCEPT AND EXPEND A GRANT IN THE AMOUNT OF $185,242 FROM THE CALIFORNIA COMMISSION ON PEACE OFFICER STANDARDS AND TRAINING (POST) FOR THE PROJECT PERIOD BEGINNING ON OCTOBER 15, 2020 AND ENDING ON JUNE 30, 2021   

    RESOLVED, that the Police Commission hereby urge the Board of Supervisors to authorize the Chief of Police to retroactively accept and expend a grant in the amount of $185,242 from the California Commission on Peace Officer Standards and Training (POST) for the project period beginning on October 15, 2020 and ending on June 30, 2021.

    RESOLUTION NO. 20-72

    APPROVAL TO ADOPT A RESOLUTION URGING THE BOARD OF SUPERVISORS TO AUTHORIZE THE CHIEF OF POLICE TO RETROACTIVELY ACCEPT AND EXPEND A GRANT IN THE AMOUNT OF $101,859 FROM THE STATE OF CALIFORNIA, DEPARTMENT OF PARKS AND RECREATION, DIVISION OF BOATING AND WATERWAYS FOR THE SFPD MARINE UNIT FOR THE PROJECT PERIOD BEGINNING ON OCTOBER 1, 2020 AND ENDING ON SEPTEMBER 1, 2021    

    RESOLVED, that the Police Commission hereby urge the Board of Supervisors to authorize the Chief of Police to retroactively accept and expend a grant in the amount of $101,859 from the State of California, Department of Parks and Recreation, Division of Boating and Waterways for the SFPD Marine Unit for the project period beginning on October 1, 2020 and ending on September 1, 2021.

                    Lieutenant James Ahern presented Department General Order 6.19, “Victim of Violent Crime Notification.”

                    Motion by Commissioner DeJesus, second by Commissioner Brookter.  Approved 5-0.

    PUBLIC COMMENT

                    Unidentified spoke of being a disabled senior that was pounced on by officers at a Safeway for wearing a backpack and stated the officers dragged him out of the store and alleged excessive force by the police.

    RESOLUTION 20-73

    ADOPTION OF DEPARTMENT GENERAL ORDER 6.19, “VICTIM OF VIOLENT CRIME NOTIFICATION”                         

                RESOLVED, that the Police Commission hereby adopts revised Department General Order 6.19, “Victim of Violent Crime Notification.”

    PUBLIC COMMENT               

    Unidentified spoke in regards to a request to meet with the Commission in regards to police reform.

                    Lashaun Walker would like to know if the Chief can report on foot patrols specifically in the Bayview and any visual deterrent  with foot patrols on his next Chief’s Report.

                    Ms. Paulette Brown spoke of speaking with Federal special agent in regards to her son being in a gang she stated that the special agent stated that there is nothing he can do and asked the Commission to write a letter to the courts to help with this issue.

                    Unidentified spoke about being dragged out of Safeway for wearing a backpack.
