2. APPROVAL OF MINUTES

The minutes of September 14, 2004, October 5, 2004, November 9, 2004 and December 14, 2004 were approved as written.

3. DRAFT TASK FORCE REPORT AND RECOMMENDATIONS [Discussion Item and Possible Action Item]

The Task Force discussed the report and agreed to schedule another Special Meeting on January 25, 2005.
