1. CALL TO ORDER AND ROLL CALL
The meeting was called to order at 4:10 p.m.

2. APPROVAL OF THE MINUTES
The minutes of the meeting of February 3, 2004 were approved as amended.
3. TASK FORCE COMMITTEE REPORTS
a. Functional Definition Committee, Michael Costa reporting.
Joe Raguso created a glossary, first iteration of definitions related to functionality. Will be a work in progress. Discussion ensued over what kinds of terms and words should be included. Need to come up with meaningful descriptions. Discussion of distinctions between laboratory and research space and office space. Ms. Bolaffi said she would bring some biosafety level definitions to the next meeting.
Deputy City Attorney Elaine Warren suggested that Task Force members in the industry concentrate on what it is about what you do that makes it appropriate or inappropriate to locate next to other kinds of uses.
Mr. Ghosh suggested that members should examine what differentiates biotech office buildings from Prop. M office buildings. Presently, a medical office associated with labs is not subject to Prop. M. But other than areas designated patient care, a medical office building is subject to Prop. M. Deputy City Attorney Warren will provide the clerk with a definition of office building.
b. Code Process Committee, Corinne Woods reporting.
Ms. Woods looking at Central Waterfront Plan, Eastern Neighborhoods Plan, all sites showing potential for rezoning. Committee wants to look at becoming part of the South of Market planning process. Make sure we are at table when zoning decisions are made.
c. Industry Location Criteria Committee, Michael Costa reporting]
Has produced a first draft as a Power Point presentation. Attempts to deal with issues of what would cause a company to relocate here. Sources go back to 1988. Spoke with Jesse Blout, Director of Economic Development and Todd Ewing. Taken from literature and interviews. Proximity of high quality university system is key. Community college training lab techs is useful. Local company expertise important. Venture capital seed funding a factor.
d. Cost Benefit Committee will report at the next meeting
