MINUTES of the SAN FRANCISCO BIOSCIENCES TASK FORCE

1. CALL TO ORDER AND ROLL CALL
The meeting was called to order at 4:15 p.m.

2. APPROVAL OF THE MINUTES
The minutes of the meeting of March 2, 2004 were approved as corrected.
3. TASK FORCE COMMITTEE REPORTS
a. Functional Definition Committee, Scott Williams reporting.
Researched companies within the industry and found what constantly recurred as the uses which they defined within their specific planning. Found that all the spaces within the companies studied are broken down into four or five uses: office, manufacturing, research, warehouse and a range of common uses that vary depending on the company.
Question whether there should be a research zoning established. If a lab, needs specific systems, e.g., air, water, pipes, etc. Should research be under Prop. M office restrictions? If not, why not?
Elaine Warren, Deputy City Attorney: Zoning Administrator's interpretive bulletin going back to 1988 that identifies how you apply laboratory-defined uses that are in the code in terms of research and development uses and where they would be allowed. The code could be left as is or change the meaning of research. A new zoning type could be created, something added, or present type redefined
Amit Ghosh, Planning: as long as office is associated with research/lab space, the whole structure is considered lab space. Perhaps, task force should consider bioscience districts. There could be a place in the City where bioscience could locate and grow and change. Could also go into go into existing zoning districts and fit in.
Lori Yamauchi: there are ways of linking the uses with the General Plan.
Michael Costa: suggested putting together an ad hoc group to take this discussion to the next step, e.g., Ms. Yamauchi, Mr. Williams, Mr. Costa, Elaine Warren.
4. REPORT ON BIOSCIENCE INDUSTRY IN CAMBRIDGE, MA,
PETER COHEN
Mr. Cohen gave a comprehensive report with photographs of his visit to Cambridge and research into the industry there.
5. REPORT FROM THE PLANNING DEPARTMENT: AMIT GHOSH
There are 600 acres in the Eastern Neighborhoods (M1, M2) that are in a non-housing zone. Discussion of land use ensued, to be continued at the next meeting.
