MINUTES of the SAN FRANCISCO BIOSCIENCES TASK FORCE

1. CALL TO ORDER AND ROLL CALL
The meeting was called to order at 4:15 p.m.

2. APPROVAL OF THE MINUTES
The approval of the minutes of the meeting of May 4, 2004 was tabled for clarification.
3. REPORT OF AD HOC WORKING GROUP
Peter Cohen: committee has met several times since the last Task Force meeting; is trying to scope out what remains to be done for the Task Force to come up with land use recommendations.
Committee is working on defining bioscience uses and where do they go specifically and what sort of regulatory controls. Creating zoning a matrix. Has taken the categories of bioscience activities in the industry as a whole. Broken out into specific uses: five major sections of labs, manufacturing, offices, warehousing and potential retail sales type activities.
Discussion ensued re definitions, regulations and codes. Requesting more members to work on the matrix. Dr. Bhatia suggested that the matrix include biohazard use as a category with state and federal regulations.
Next steps are to fill out the matrix.
Elaine Warren: matrix intended to simply be a tool that we then use to help us pull apart facets of bioscience. Do we want to push all bioscience into only industrial areas of City? Presently, bioscience not allowed in SOMA.
Re buffer zones, Dr. Bhatia stated that a buffer zone might be appropriate only at a certain level of scale.
Peter Cohen: the Ad Hoc Committee needs to talk about entitlements and permitting process.
Mr.Cohen: need TF take a vote to ratify the Committee's recommendations as a scope of work, to work on matrix, look at the core PDR areas and think carefully as to where things should be located and what type of criteria.
Ms. Woods: need to look at areas in SF that TF was charged with looking at-parts of SOMA, Showplace Square, Mission, Dogpatch, Central Waterfront.
The Task Force voted to adopt as part of its process steps delineated by the Ad Hoc Committee: 1) Fill in the zoning matrix that defines bioscience uses, their impacts and current /proposed regulations for addressing such impacts; 2) Identify areas in southeast San Francisco where biosciences could be permitted and under what conditions/criteria. Evaluate capacity of such areas; d) Determine the entitlement requirements under which bioscience uses would be permitted in different areas; e) Cross-reference the previous conclusions of the Legislative Analyst's report on Bioscience for purposes of continuity.
Michael Costa moved to adopt the above next steps; seconded by Ms. Bolaffi, the motion was adopted.
Ad Hoc Committee will meet again in Tuesday, July 20.
4. DISCUSSION OF BUS TOUR SCHEDULED FOR JULY 15TH
Members discussed preferences for site visits and areas of interest.
5. ADJOURNMENT
The meeting was adjourned at 6:00 p.m.
