3. REPORT OF AD HOC WORKING GROUP
Discussion of Bioscience Safety Laboratory levels (BSL) and the distances required for providing a buffer zone. BSL1 categories not an issue; do not have to be separated from housing.
BSL2: designation for wet labs less than 5,000 ft. In this case, the buffer should be fifty feet.
BSL3: Where infectious agents transmitted by air, if facility less that 5,000 feet, buffer should be at least 200 feet.
Discussion of Building Code requirements: differentiation of B and H as a way of determining amount of separation, or buffer. These sections are mostly fire-related.
BSL1: can be in any commercial/industrial zone without a buffer zone.
BSL2: not permitted in a residential zone; must have a 50-100 foot buffer zone.
Discussion regarding BSL2 will be tabled until we find out how medical clinics are regulated.
NIH defines BSL2 as a teaching place where clinical, diagnostic work done (doctors)
In zoning, externals such as noise, lighting, traffic, etc. must be considered.
Mr. Benet suggested that members send the clerk bullet points re issues to be included in final report.
