1. CALL TO ORDER AND ROLL CALL

2. APPROVAL OF BY-LAWS

The motion to approve the By-Laws was made by Mr. Morten and seconded by Ms. Bolaffi. Ms. Yamauchi moved to amend the By-Laws to add to Section 2-Purpose, the sentence: "The Task Force shall shall give consideration to any other issues that relate to the mandate of the resolution." Mr. Morten accepted this motion as a friendly amendment and moved to accept the amendment. The motion to amend was seconded and passed. Date and time of the regular meeting of the Task Force was established as the first Tuesday of each month from 4:00 p.m. to 6:00 p.m. in Room 421, City Hall.

With some additional, non-substantive word changes, the By-Laws were unanimously approved as amended.

3. SCOPE AND MANDATE OF TASK FORCE

The Task Force considered the questions of what constitutes land use and what is bioscience. Amit Ghosh of the Planning Department explained that there is no such thing as bioscience in the Planning Code. Bioscience or biotechnology is only considered as an accessory to another permitted use. Presently, City can only control land use regarding research facilities and labs. Bioscience must be defined as a land use.

There are eight different types of examples of types of uses defined in the Planning Code from which the City can get to bioscience activity. Mr. Ghosh presented a zoning map to the Task Force and stated he would distribute the map to members at the next meeting.

Frank Chiu, Director, Department of Building Inspection pointed out code and construction issues.

Task Force members suggested issues that may be included bioscience criteria, e.g., real estate, animal laws (experimentation), security and others.

4. CREATION OF TASK FORCE COMMITTEES AND DIVISION OF TASKS

Members offered suggestions for committee topics. Topics were selected and members volunteered:

Functional Definition Committee: Michael Costa, Jan Bolaffi, Scott Williams, Joe Raguso, Amit Ghosh, Frank Chiu

Code Process: Reed Benet, Corinne Woods, Elaine Warren, Frank Chiu, Amit Ghosh

5. ADJOURNMENT
