MINUTES of the SAN FRANCISCO BIOSCIENCES TASK FORCE
Tuesday, October 7, 2003 at 4:00 p.m.

1. CALL TO ORDER AND ROLL CALL
Jill Lerner of the City Administrator's Office, Department of Administrative Services called the meeting to order. She will serve as Clerk to the Task Force.

2. INTRODUCTIONS
Ms. Lerner introduced: Deputy City Attorney Elaine Warren, who worked with Supervisor Maxwell to establish this Task Force; Deputy City Attorney Paul Zarefsky, government team; Marti Paschal, legislative aide to Supervisor Maxwell.
Members introduced themselves and explained their backgrounds.
4. OVERVIEW OF LAWS AND RULES FOR CITY TASK FORCE MEMBERS CITY CHARTER, BROWN ACT, SUNSHINE ORDINANCE
Deputy City Attorney Paul Zarefsky appeared to explain the governing laws, rules and regulations, state and municipal, pertaining to public policy bodies. The following three areas were discussed: (1) definition of a meeting; (2) concepts of public comment;
(3) agenda requirements.
5. SELECTION OF TASK FORCE PRESIDENT AND VICE PRESIDENT
The members considered what requirements might be necessary for officers of the president of the Task Force. After such discussion, Reed Benet and Corinne Woods offered their names.
Michael Costa moved to appoint Corinne Woods as Chair of the Task Force and Reed Benet as Vice Chair. Ms. Bolaffi seconded the motion and it passed unanimously.
6. CONSIDERATION AND POSSIBLE ACTION TO APPROVE:
TASK FORCE PROCEDURAL RULES
Deputy City Attorney prepared standard by-laws for the Task Force to review. The Task Force agreed to meet on the first Tuesday of each month from 4:00 p.m. until 6:00 p.m. in Room 421 at City Hall. Members requested that approval of the by-laws be deferred until the next meeting.
7. OVERVIEW OF ISSUES TASK FORCE MAY CONSIDER IN FUTURE MEETINGS
Ms. Woods suggested a series of questions that might be committee topics. Frank Chiu recommended that the City departments represented on the Task Force explain their roles at the next meeting.
Supervisor Sophie Maxwell appeared to thank members for serving on the Task Force.

The meeting was adjourned at 6:00 p.m.
