COST / BENEFT COMMITTEE
of the
SAN FRANCISCO BIOSCIENCES
TASK FORCE

Tuesday, December 9, 2003 at 5:00 p.m.

1. CALL TO ORDER AND ROLL CALL

Madison Kilpatrick called the committee to order at 5:10 pm.

Present: Madison Kilpatrick

    Rajiv Bhatia (DPH)

Absent: Peter Cohen

    Theresa Feeley

    Karen Pierce

Kilpatrick will serve as Committee Chair. Peter Cohen will be committee vice-chair and Terri Feeley will be secretary.

2. COMMITTEE GOALS

The committee will identify potential impacts that would influence: having bioscience as an SF industry; zoning considerations and sites/use conditions

3. COSTS AND BENEFITS

Madison and Rajiv outlined the following costs and benefits:

Costs:

community concerns; political costs; lack of services for the industry; water pollution; near residential; health and safety (air, contamination, infection); waste disposal/transfer issues; self monitoring; gentrification; housing prices/availability; only skilled jobs; parking/transportation impact; capital cost/public infrastructure; energy or water needs beyond SF capacity; displacement (residents, small business, other industry); compatibility with neighborhood plans; SF cost of living

Benefits:

SF student outreach/highschool and college; average salary; community outreach; community education; growth; jobs; multiplier effect(growth in ancillary businesses- tech, sales, legal, clinical trial and data management; waste, design, construction; architects etc..) ; growth in services (food, salons, gym, etc...); In SF; easy to get to, near residential; skills training of community; tax revenue, increase city services; community employee needs; current resident job source

IV. SCOPE AND FOCUS OF COMMITTEE

The following areas were identified: precautionary principal; economic development potential; best areas for costs/benefits.

It was noted that the list of costs and benefits mainly fit into four areas:

1-health and safety

2-growth issues and economic development

3-community compatibility

4-compatibility with SF employment/resident needs

V. RESEARCH ACTIVITIES AND TASKS

Committee members are to develop a list of assessment questions. Each member should bring their own list to next meeting. A single list can then be compiled. The list will to direct research and serve as a guide for assessment questions. It will also be brought to the task force for feedback and bring the list to the task force for feedback.
