of the
BACK STREETS BUSINESS ADVISORY BOARD

Wednesday, November 1, 2006 at 4:00 p.m.

1. CALL TO ORDER AND ROLL CALL

The meeting was called to order by Chair Peter Cohen at 5:10 p.m. when quorum was achieved.

2. APPROVAL OF THE MINUTES
Moved by David Lupo, seconded by Mark Dwight, the minutes were approved as amended.

3. BAYVIEW PLAN LAND USE CONTROLS

Chair Cohen wanted to review presentation at the last meeting by Jon Lau of Planning Department on land use controls. There will be an informational hearing at Planning Commission in early December. Question from Planning if this group will be supportive of proposed controls relative to industrial zoning.

Bob Legallet recommended that Advisory Board support Planning Dept.'s zoning amendments re industrial lands in the Bayview. Mark Dwight moved that the Advisory Board support the amendments and allow the Chair to wordsmith the support statement; Bob Legallet seconded the motion. Motion passed unanimously.

4.  ASSIGNMENTS FOR BSBAB REPORT TO BOARD OF
SUPERVISORS

Chair Cohen passed out assignments with members. Peter Cohen, Mark Klaiman, David Beaupre and Mark Dwight will compose the editing committee. Mark Klaiman moved to adopt the work plan and Bob Legallet seconded the motion which passed unanimously.

5. ROUNDTABLE DISCUSSION WITH NEIGHBORHOOD ECONOMIC DEVELOPMENT ORGANIZATIONS (NEDOS)

Chair Cohen posed question how to build stronger alliances to support PDR (production, distribution, repair).

Al Lerma, MOCD: a key component of MOCD is to fund NEDOs; department receives HUD funding for neighborhoods with rezoning issues–Bayview, Mission, South of Market, Tenderloin, Visitacion Valley, Chinatown, part of the Excelsior, Western Addition, lower Fillmore.

Speakers from NEDOs included: F.J. Kava, Monica Hudson, Bayview Business Resource Center; Karuna Jagger, Women's Initiative; Jenny McNulty, Exec. Dir., Urban Solutions; Luis Granados, Michael Eiseman, Mission Economic Development Association. Each of the organizations works to support PDR businesses.

5. ADJOURNMENT

The meeting was adjourned at 6:00 p.m.
