1. Call to order and roll call
The meeting was called to order by Task Force Chair Stephanie Tucker at 9:36 a.m.

2. Overview of rules and laws for City commissioners, boards and task forces:
SF Charter, Brown Act, Public Meeting laws and Sunshine Ordinance
Presentation made by Paul Zarefsky, Office of the City Attorney, on the Brown Act and Sunshine Ordinance. A Q&A session followed with task force members.
Public comments were made.
Questions from the task force and public comments will be collected and forwarded to Mr. Zarefsky.
3. Consideration and approval of meeting agenda
The suggested agenda for the meeting was presented by Chair Stephanie Tucker.
There were no public comments.
The agenda was voted on and unanimously approved.
4. Introductions
All task force members and staff aide introduced themselves.
5. Consideration and approval of future meetings
It was proposed that regular meetings be held on the 3rd Friday of each month, before noon.
There were no public comments.
Voted and passed unanimously.
6. Consideration of Task Force Mission Statement and bylaws
A draft of task force bylaws was presented by Patrick Goggin and discussed by task force members.
• Adding item to task force purpose to include making general recommendations regarding cultivation and permitting. This was voted and passed unanimously.
• Chair positions will go in order of member positions. Vice Chair will be the chair from the previous meeting. Task force Chair and Vice Chair positions will end at the end of their assigned meeting and the new Chair and Vice Chair will then take over. Voted and passed unanimously.
• Discussion on Article IV, Committees. Voted and passed unanimously to strike the line stating that committees be composed of member of the Task Force.
Public comments were made.
Patrick Goggin will continue working on the bylaws based on discussion and inputs, with a new draft to be presented at the next meeting.
7. Consideration of Task Force website
MCTF members discussed contents that should be on its website.
There were no public comments.
8. Consideration of Task Force Roles and Committees
Stewart Rhoads, Chair of the Subcommittee on Cultivation, presented on the work of the Subcommittee. He proposed all members of the Subcommittee on Cultivation be members of a MCTF Cultivation Committee. MCTF discussion was tabled for the next task force meeting.
9. Public comment
Comments were made by seven members of the public.

The meeting was adjourned at 12:15 p.m.
