Minutes

1. Call to order and roll call
The meeting was called to order by Task Force Chair David Goldman at 1:00 p.m.

2. Public comment
Comments were made by members of the public.

3. Approval of Minutes of July 16, 2010 meeting
There were no public comments.  Minutes were approved unanimously.

4. Consideration of Task Force Mission Statement and bylaws
MCTF members reviewed and discussed proposed changes to the draft bylaws from the July 16, 2010 meeting. 

Motioned and seconded to change Article II, Section 1, Officers, to allow Task Force members to cede their turn as Chair or Vice Chair to the next Task Force member set to be the rotating Chair or Vice Chair.  Voted and passed unanimously.

 
Motioned and seconded to change Article VI, Section 1 Committees, that committees shall have at least five members and no more than 15 members, with at least three Task Force members on the committee, with the number of committee members be an odd number.  Voted and passed unanimously.

Motioned and seconded to change Article VI, Section 2 Working Groups, that working groups shall have at least five members and no more than 15 members, with at least three Task Force members on the working group, with the number of working group members be an odd number.  Voted and passed unanimously.

Motioned and seconded to change Article IV, Section 3 Notice of Meetings, that Task Force members be advised and received as much notice as possible for special meetings.  If Task Force members cannot attend a special meeting due to short notice, the absence will be excused.  Voted and passed unanimously.

Public comments were made.

Bylaws were voted and approved unanimously.

5. Consideration of Task Force Roles and Committees
Discussion and creation of the positions of Task Force Spokespersons.  Stephanie Tucker and David Goldman to be the Task Force Spokespersons. Voted and approved unanimously.

Discussion and creation of a Legislative / Legal Committee.  Task Force members to be on the committee include Patrick Goggin (Chair), Raymond Gamley, Martin Olive, Stephanie Tucker, Shona Gochenhaur, Michelle Aldrich, and J. Erich Pearson.  Voted and approved unanimously.

Discussion and creation of a Patient Advocacy Committee.  Task Force members to be on the committee include Shona Gochenhaur (Chair), Albert Blais, and Kevin Reed.  Voted and approved unanimously.

Discussion and creation of a committee to Respond to Public Requests.  Task Force members to respond to public requests are David Goldman, Stephanie Tucker, Martin Olive, and Michelle Aldrich.  Voted and approved unanimously.

Discussion and creation of a Public Relations Committee to handle public outreach and education.  Task Force members to be on the committee include Michelle Aldrich (Chair), Shona Gochenhaur, Stephanie Tucker, Martin Olive.  Voted and approved unanimously.

Discussion and creation of a Cultivation Committee.  Task Force members to be on the committee include Raymond Gamley (Chair), J. Erich Pearson, Michelle Aldrich, Albert Blais, Shona Gochenhaur, Martin Olive.  Voted and approved unanimously.

Public comments were made.

Moved to accept creation of all the committees.  Voted and passed unanimously.

6. Announcement
Members of the public should send bios and note of their interest in joining a committee to Medical.Cannabis.TaskForce@sfgov.org

7. Consideration of further amendments to Medical Cannabis Task Force legislation
Discussion to add under Section 5.2-5 Powers and Duties of the Medical Cannabis Task Force of Ordinance 34-10, subsection a, item 9, to develop and make recommendations regarding local regulations of the adult use of cannabis in the event Proposition 19 passes on November 2, 2010. 
Public comments made.

8. Consideration of two additional seats to Task Force
Discussion to modify under Section 5.2-3 Membership (a) The Task Force shall consist of 15 members, appointed by the Board of Supervisors, changing from 13 members. 

Motioned and seconded to add Seat 14, a person with a background in providing medical cannabis to permitted medical cannabis dispensaries located in the City and County.  Voted and approved unanimously.

Motioned and seconded to add Seat 15, a licensed or accredited health care professional practicing in San Francisco with a background in medical cannabis and familiarity with the laws and regulations governing medical cannabis.  Voted and approved:
Yes: Stephanie Tucker, Shona Gochenhaur, Martin Olive, Kevin Reed, Patrick Goggin, Albert Blais, J. Erich Pearson, Michelle Aldrich
Abstain: Raymond Gamley

Public comments were made.

Vote to add two new members to the Task Force passed unanimously.

9. Consideration of cultivation regulations and best practices
Discussion on cultivation regulations and best practices.  Suggestion that best practices and regulations be assigned to Cultivation Committee, passed to the Legislation / Legal Committee, then onto the general Task Force.  Discussion to continue in the next meeting

10. Next task force meeting
Consideration of the next Task Force meeting to be moved from the 3rd Friday of the month, to the 4th Friday, August 27, 2010 at 1:00, pending confirmation of room availability.  Shona Gochenhaur to chair with David Goldman as vice chair.  Voted and approved unanimously.

11. Adjournment
The meeting was adjourned at 3:38 p.m.
