Minutes

1. Call to order and roll call
The meeting was called to order by Task Force Chair Shona Gochenaur at 1:04 p.m.

2. Welcome comments were made by Ed Lee, City Administrator

3. Public comment
Comments were made by members of the public.

4. Approval of Minutes of August 6, 2010 meeting
There were no public comments. Corrected minutes were approved.

5. Point of order was made to strike a line from the bylaws that contradicted Ordinance 34-10. The bylaws will stand as corrected.

6. Approval of Agenda for August 27, 2010 meeting
Items regarding public events series and neighborhood outreach and education series were combined. Consent calendar was removed and each item to be taken individually.

No public comments were made. Agenda approved.


7. Approve received applications for all committees.
Cultivation Committee:
The following were approved as members of the Cultivation Committee: Chad Connor, Steve Smith, Stewart Rhoads, Mark Sydow, Jerred Kiloh,, Gabriel Martin, Brent Saupe, Greg Schoepp.
Randi Webster withdrew herself from consideration.

Legislative / Legal Committee:
The following were approved as members of the Legislative / Legal Committee: Michael Goldman, Dean Holter, David Owen, Stewart Rhoads, Derek St. Pierre, Randi Webster, Theresa Lynn Cooper.

Patient Advocacy Committee:
Mary Schroeder, Task Force member, was added to the committee. The following were approved as members of the Patient Advocacy Committee: Chad Connor, Michael Goldman, Stewart Rhoads, Orlon Ryel, Ken Lima.

Public Relations Committee
Maureen Burns, Task Force member, was added to the committee. The following were approved as members of the Public Relations Committee: Roger Siegal, Orlon Ryel.

No public comments were made.

Vote to add approved members to the committees passed unanimously.

8. Approve small working group, composed of Patrick Goggin, Stephanie Tucker, Shona Gochenhaur, and Michelle Aldrich to lobby Board of Supervisors for additional seats and amendment to ordinance should Prop 19 pass.

No public comments were made. Voted and approved.

9. Public events series starting in January 2011, neighborhood outreach and education series, and public education forum on Regulate, Control and Tax Cannabis Act of 2010 to be moved to the Public Relations committee.

Public comments were made. Voted and approved.

10. The draft Nursery Safety Guidelines V. 10 from the Cultivation Subcommittee, to be moved to the Cultivation committee for discussion, pass to the Legislative/Legal committee, Patient Advocacy Committee, and then bring back to the Task Force.

Draft Nursery Safety Guidelines V. 10, clearly marked “Draft” should be posted to the Task Force website, asking public for input.

Public comments were made. Both items voted and approved.

11. Break

12. Presentations by Building Commissioner Debra Walker and Police Commissioner Petro de Jesus.
Building Commissioner Debra Walker spoke regarding building inspections.

Police Commissioner Petra de Jesus, not in official capacity, spoke regarding how the police department is doing its job.

13. Topics for consideration at future task force meetings
Consideration for Cultivator’s Registration Program and/or cultivation regulation to be moved to the next meeting.

Discussion of Letter from Larry Kessler, DPH.

Invite Ben Berchini to speak.

Mary Schroeder to chair next meeting on September 17, 2010 at 9:30am.

14. Adjournment
The meeting was adjourned at 4:04 p.m.
