1. Call to order and roll call
The meeting was called to order by Task Force Chair Mary Schroeder at 9:34 a.m.

2. Approval of Minutes of August 27, 2010 meeting
There were no public comments. Minutes were approved.
3. Approval of Agenda for September 17, 2010 meeting
Suggestions to modify the agenda were made. There were no public comments. Agenda for the meeting was approved.
4. Public comment
Comments were made by members of the public. Responses to comments and discussion by the Task Force followed.
5. Motioned and approved to add Emergency Resolution item to agenda.
Public comments were made. Voted and approved.
6. Recess was called.
7. Emergency motion was made to urge the Board of Supervisors to adopt an emergency resolution to prevent hostile business tactics that circumvent public notification and public process by big business targeting San Francisco medical cannabis dispensary collectives and cooperatives.
No public comments were made. Voted and approved.
8. Review and vote on any new applications for all committees.
Kevin Reed removed himself from the Patient Advocacy Committee
Raymond Gamley, Elise Cleveland, and Paul Torello were approved as members of the Patient Advocacy Committee.
Ben Breschini was approved as a member of the Cultivation Committee.
No public comments were made.
Vote to add approved members to the committees passed unanimously.
9. Committee and working group reports
Patrick Goggin, Legal/Legislative Committee chair reported on the committee meeting held, September 10, 2010. Theresa Lynn Cooper is committee secretary.
Shona Gochenaur, Patient Advocacy Committee chair reported on the committee actions and meeting held, September 3, 2010. Rev. Randi Webster is committee secretary.
Raymond Gamley, Cultivation Committee chair, reported that the first committee meeting will be held on September 20, 2010.
Stephanie Tucker reported on actions of the working group on Legislation amendments.
10. Consideration for Cultivator’s Registration Program and/or cultivation regulation
Task Force discussed on Cultivator’s Registration Program and cultivation regulation. Cultivation regulation referred to Cultivation Committee.
11. Topics for consideration at future Task Force meetings
The following were suggested items for the next Task Force meeting
• Discussion of letter from DPH [Discussion Item]
• Develop mediation process [Discussion Item, Submitted by P. Goggin]
• Delivery Register [Discussion Item, Submitted by K. Reed & D. Goldman]
• Oversight in bylaws [Discussion Item]
• Request relevant speakers, including SFPD working group [Presentation Item]
• Unified Community Chest Compassionate Program
• Update of resolution to Supervisors
Raymond Gamley to chair next meeting on October 15, 2010 at 9:30am.
