1. Call to order and roll call
The meeting was called to order by Task Force Chair Raymond Gamley at 9:36 a.m.

2. Approval of Minutes of September 17, 2010 meeting
There were no public comments. Minutes were approved.
3. Approval of Agenda for October 15, 2010 meeting
Suggestions to modify the agenda were made. There were no public comments. Agenda for the meeting was approved.
4. Public comment
Comments were made by members of the public. Public comment was tabled to allow for the next agenda item.
5. Presentation from Department of Public Health.
Question and Answer session with Larry Kessler, Program Manager Medical Cannabis Dispensary Inspection Program, Department of Public Health, from Task Force members and public.
6. Recess was taken, 15 minutes.

Public comments continued to be made by members of the public.
8. Delivery Register
Discussion of delivery services and Medical Cannabis Dispensaries (MCD’s) was held. Concerns were expressed on the legal definition and clarification of MCD’s and delivery services. Interest expressed for requesting the City Attorney to attend a future task force meeting.
9. Committee and working group reports
Patrick Goggin reported that the Legal Committee drafted a letter to the City Attorney seeking clarification and response regarding permitting. Additional verbiage will be included in seeking clarification regarding regulation of non compliant services, regulation of delivery services outside the city, and compassionate service organizations falling under the definition of MCD’s. Public comments were made. Task force approved to have the Legal Committee send the letter to the City Attorney.
The Legal Committee accepted and acknowledged four areas submitted by the Cultivation Committee: 1) patient cultivation, 2) MCD cultivation, 3) collective cultivation with nine members or less, and 4) large scale cultivation. The Legal Committee recommends that patient cultivation of residential households with multiple patients could have a maximum cultivation of 50 plants or 50 square feet. The Legal Committee sent back to the Cultivation Committee for clarification of the other three areas.
Shona Gochenaur reported that the Patient Advocacy Committee did not meet this past month.
Michelle Aldrich reported that the Public Relations did not meet.
Raymond Gamley reported that the Cultivation Committee met once and is awaiting information from the Legal Committee.
10. Topics for consideration at future Task Force meetings
The following were suggested items for the next Task Force meeting
• Set up process to invite speakers to meetings
• Unified Community Chest Compassionate Program
Raymond Gamley may be unable to attend the next meeting.
Martin Olive to chair next meeting on November 19, 2010 at 9:30am.
