1. Call to order and roll call
The meeting was called to order by Task Force Chair Kevin Reed at 9:30 a.m.

2. Approval of Minutes of  November 19, 2010 meeting
There were no public comments.  Minutes were approved.

3. Approval of Agenda for December 17, 2010 meeting
Public comments were made.  Minutes were approved.

4. Public Comments
Comments were made by members of the public.

5. Committee and working group reports:
Shona Gochenaur reported for the Legal Committee.
• Derek St. Pierre assigned to work on letter to the City Attorney.
• Motion to make a working group to evaluate approaches to cultivation regulations.

Shona Gochenaur reported for the Patient Advocacy Committee.
• Committee passed to recommend considerations for the Task Force to reject the 50 plant limit, attach land use permit to the operating collective as well as the land, remove 10 patient verbiage in the Medical Cannabis Act, not require landlord permission to cultivate until further protections are offered to landlords.
• Motion approved to include 1-800 number in the law enforcement encounter page and link to incident report for lowest priority of cannabis offenses.
• Elise Cleveland recommended as co-chair.
• Support of a veterans working group
• Last community chest event was well attended with two Board of Supervisors in attendance.  Next event will be held on December 29.

Elise Cleveland introduced herself to the Task Force, taking questions from members for consideration for co-chair of the Patient Advocacy Committee.

 
Raymond Gamley reported for the Cultivation Committee
• Cultivation committee was concerned about how to align different groups and will focus on protecting interests of all growers.
• Safety guidelines draft is being worked on and should be completed within a week. 
• Cultivation committee meets the 2nd Friday of each month, 10:00am.

Stephanie Tucker added comments regarding the Legal Committee.
• Cultivation committee asked the legal committee to cease all discussion on regulation, but legal committee has only discussed protection for cultivators and how the two committees could collaborate to identify top 3 priorities for cultivators.

6. Status of Public Relations Committee
Discussion was held regarding the need for a Public Relations Committee.  Michelle Aldrich resigned as committee chair due to health reasons. 

Public comments were made.

Approved to have existing committee suggest a new name and mission and bring them to the Task Force for approval.  Stephanie Tucker will chair the new un-named committee.

7. Review and vote on any new applications for all committees.
Christine Wagner presented herself to join the Legal Committee.  No public comments were made.  Voted and approved to join the Legal Committee.  Erich Pearson is stepping down from the committee.

8. Need for committee meetings to be recorded.
Discussion for the need to have all committee meetings audio recorded and stored with the City.  Committee minutes should also be turned in for posting.  Public comments were made.

9. Update on the Legal Committee and of letter to the City Attorney
Patrick Goggin reported, followed by general discussion, on Legal Committee’s discussion to form a working group on cultivation protection regulations in San Francisco, which would comprise ten, or more, members, 2 each: lawyers, cultivators, dispensary operators, patient representatives or advocates, employee involved in medical cannabis process, and possibly medical professionals.  Recommendation made to request working with the Cultivation Committee to come up with three priorities and nominate candidates for the working group before the next Task Force meeting in January.

No response has been received by the City Attorney’s office.  Derek St. Pierre will act as a liaison with the Task Force chair in communicating further with the City Attorney’s office.  Kevin Reed will follow up.

11. Oversight in bylaws
Discussion held to change the bylaws,. Public comments were made.  Voted and approved change in bylaws adding “vice chair” for Committees and Working Groups.

Elise Cleveland was approved, after public comments, to be vice chair of the Patient Advocacy Committee.

12. SFPD & ABC Policy regarding ban on medical cannabis at SF establishments with liquor resale license
Stephanie Tucker will speak with the Entertainment Commission and the ABC liaison and report back to the Task Force.  The Legal Committee to look in type 47 alcohol license.

13. Review/Approve website contents
Safety draft needs to be updated.  All items to be posted to the website should be submitted for approval by the Task Force.

14. Change MCA Act
Discussed future meeting considerations for changes to the Medical Cannabis Act, including topics on defining personal use guidelines, planning code tying permits to operating collectives in addition to the land, how delivery services are defined.

Stephanie Tucker to outreach to the Planning Commission and Health Department regarding working with the two departments on medical cannabis issues.

15. Recent San Francisco Board of Appeals decision overturning/denying permit in the Sunset district
Stephanie Tucker to gather findings and share with the Task Force.

16. Plan a Task Force meeting around a theme of Cultivation, inviting appropriate speakers and gathering best practices
Discussion of a special meeting, a study session, possibly in February or March.  Stephanie Tucker to email the Task Force members.

17. Topics for consideration at future task force meetings.
Due to personal schedules, Patrick Goggin will chair the next meeting and Sarah Shrader will chair the February meeting.
