1. Call to order and roll call
The meeting was called to order by Task Force Chair Sarah Shrader at 9:30 a.m.

2. Approval of Minutes of January 21, 2011 meeting
There were no public comments. Minutes were approved.

3. Approval of Agenda for February 18, 2011 meeting
Announcement of special order of Supervisor David Campos speaking at 10:30a.m. No public comments were made. Agenda was approved as amended.

4. Public Comments
Comments were made by members of the public.

5. Review of Legislative Purposed of Task Force
The chair reviewed the legislative purpose and tasks of the Task Force as written in the ordinance of the formation of the Medical Cannabis Task Force.

6. Annual Report to Board of Supervisors
Christine Wagner, member of the MCTF Legal Committee presented an outline, timeline, and tasks delegation form for the annual report to the Board of Education. Discussions and assignments were suggested, along with a working calendar presentation. Public comments were made. Suggested assignments were approved as follows:

Review local medical cannabis related laws, and make recommendation for changes to the Board of Supervisors and applicable departments. Task Force Power and Duty 1.c.

Develop and make recommendation for a mediation process to be used by operators of medical dispensaries, patients and neighbors of dispensaries to address community concerns and resolve conflicts and disputes. Task Force Power and Duty 1.d.

7. Special Order: Supervisor David Campos spoke to the Task Force, followed by Questions and Answers.

8. Recess taken.

9. Committee and working group reports:
Stephanie Tucker and Derek St. Pierre reported for the Legal Committee.
• Joint meeting held with the Cultivation committee.
• Follow up work has been done on the letter to the City Attorney.
• Suggested adding disclaimer to Best Practices for Nursery Guidelines.

Shona Gochenaur reported for the Patient Advocacy Committee.
• Committee recommend to strike “10 or more” from current law.
• Larry Kessler attended last meeting.
• Looked at proposals from community members
• Identified different models of distributions
• Support of a veterans working group
• Discussed retail and social services
• Support delivery service should be permitted and abide by regulations

Raymond Gamley reported for the Cultivation Committee
• Great joint Cultivation and Legal committees meeting.
• Worked to identify all regulatory commissions.

Stephanie Tucker on the Public Relations/Special Hearings Committee.
• Meeting not held. Plan for meeting later in the month.

10. Efficient Communications between MCTF & City Departments.
Sarah Shrader gave an update on the communicating with City Departments. Suggestion and discussion on the idea of outreaching to BOS and departments with the creation of a packet with basic information regarding the Task Force and work. No public comments were made. Approved to have the Committee that responds to Public Requests to put packet together to bring back to the Task Force for review.

11. Review and vote on any new applications for all committees.
Jae Woong Sohn presented himself to join the Cultivation Committee. Kevin Reed to join the Patient Advocacy Committee, Public Relations Committee, and Respond to Public Requests group. No public comments were made. Voted and approved.

12. Update to legislative fix to Planning code typo identified during B.A.C.H. permit appeal.
Derek St. Pierre gave an update. There is a question of when the typographical error was made, whether before or after the BOS approved the legislation.
