1. Call to order and roll call
The meeting was called to order by Task Force Chair Maureen Burns at 9:01 a.m.

2. Review of Legislative purpose of Task Force.
The powers and duties of the Medical Cannabis Task Force was read.

3. Approval of Minutes of April 29, 2011 meeting
There were no public comments. Minutes were approved.

4. Approval of Agenda for May 20, 2011 meeting
Discussion was held, no public comments were made, and the following was approved:
• Remove items #8-13 from the meeting’s agenda and be placed on the agenda of an additional meeting (to be determined for early June), before the next regularly scheduled monthly meeting.
o #8 Definition of MCD, proposed amendments.
o #9 Compassion program affordability and selection, Community Chest.
o #10 Update on website content and progress report on letters sent to City agencies.
o #11 Committee and working group reports.
o #12 review and approve candidates for committees.
o #13 Urge the BOS to require any collective or cooperative serving 10 or more patients in San Francisco to comply with Article 33 (Medical Cannabis Act) alone, as is, with 24 plants and 25-sq ft of canopy per patient limits.

5. Public Comments
Public comments were made.

6. Review meeting format and discuss questions to be presented to guest speakers.
Questions to be asked of guest speaker from prepared list by the chair, then questions from any task force members, and finally questions from the public will be taken. The topics will be on cultivation, unregulated deliveries, and land use only.

7. Review and approve candidate for committees.
Discussion held, public comments made. Vote taken and approved on the following:
• Remove Gabriel Martin from cultivation committee due to poor attendance record.
• Remove Ben Breschini from cultivation committee.
• Add Caren Woodson and Eric Levy to the cultivation committee
• Add Thomas Bernheim to the veterans committee

8. Presentations and Q&A by City officials
Richard Lee, Director of Regulatory Programs, Environmental Health, DPH, and Larry Kessler, Program Manager, Medical Cannabis Dispensary Inspection Program, DPH, answered questions from the task force.

9. Public Comments
Public comments were made.

10. Update and discussion on production of annual report to BOS.
Discussion held to have chairs of all committees to submit recommendations to Task Force by next month for review of items to be included in the report to the Board of Supervisors.

11. Topics for consideration at future task force meetings
• Doctors recommendations on MCD cultivation sites
• Update on DPH whether it is implementing policy
• Recommendation to BOS on the MCTF task force seats expiring

12. Adjournment
Meeting adjourned at 12:00 noon.
