MINUTES
Monday, February 6, 2012, 10:30 a.m.

1. Call to order and roll call
The meeting was called to order by Task Force vice chair, Maureen Burns, at 10:41 a.m.

2. Approval of Minutes of January 20, 2012 meeting
No public comments were made. Minutes of December 16, 2011 meeting was approved.

3. Approval of Agenda for meeting
Motion was made to add a closed session between items #10 and #11 for administrative reasons. No public comments were made. Agenda was approved to add the closed session.

4. General Public Comments
General public comments were heard.

5. DPH’s Combined Statement Form for 2012
Presentation was made by Stephanie Tucker on Department of Public Health form “Written Statement of Compliance with Article 33 of the San Francisco Health Code.” Discussion followed. Public comments were made. Voted and approved:
• Stephanie Tucker and Hunter Holliman to send a letter to the Board of Supervisors, DPH and City Attorney inviting them to come the next Medical Cannabis Task Force meeting to address the changes the medical cannabis program in San Francisco.
• Jean Tellyrand to speak with Dr. Rajiv Bhatia before the next task force meeting.

Further discussion was held. Public comments were made. Voted and approved to have Sarah Shrader and Stephanie Tucker send a letter, February 20, 2012, to the Board of Supervisors, the City Attorney, and DPH, to demand that they do not put disclosure forms into files until there has been more community stakeholder input.

6. Formalize Request for Support for Americans for Safe Access Lawsuit by the San Francisco Board of Supervisors
Presentation and update by Sarah Shrader on Department of Justice tactics. Discussion by task force followed.




7. Veterans Committee Letter to Board of Supervisors. Proposal to forward.
Thomas Bernheim, co-chair of the MCTF Veterans Committee, read a proposed letter drafted by the Veterans Committee for support by the task force.

Recess was held.

Veterans Committee letter will be continued at the next meeting.

8. Issues Facing People in Hospice Care
Kenneth Lima spoke on the following issues:
• Quality of cannabis received by patients
• Mobility of patients unable to get medical card or to dispensaries/providers
He shared personal experiences, including no cell phone service.

Task force discussion followed.

9. Patient Access Issues
Public comments were heard.

10. Committees
Raymond Gamley resigned from the Cultivation Committee.

Sandra Bacon-Tercero presented herself to the task force to join the Veterans and Outreach Committees. No public comments were made. Voted and approved.

Christina Jajeh presented herself to the task force to join the Patient Advocacy Committee. No public comments were made. Voted and approved.

Committee reports were moved to the next meeting.

11. Closed session
Regular meeting suspended for closed session meeting at 12:38pm. Regular open meeting resumed, 1:19p.m. In closed session, the task force voted and approved unanimously that Hunter Holliman will send a public information request weekly to Carol Lei to forward to Planning Department, Department of Public Health, and City Attorney’s office, on behalf of the task force.

12. New Agenda items for next meeting
Next task force meeting to be scheduled for Monday, February 27, 2012, 10:30am-1:00pm, in room 416, pending room scheduling.

13. Adjournment
Meeting adjourned at 1:20 p.m.
