MARIJUANA OFFENSES OVERSIGHT COMMITTEE

MINUTES

June 13, 2007, 10:00 a.m.-11:30 a.m.
City Hall

1. CALL TO ORDER AND ROLL CALL
The first meeting of the Community Oversight Committee was called to order at 10:05 a.m. by Jill Lerner, Office of the City Administrator.

Present: Patt Denning, Camilla Norman Field, Michael Goldstein, Mira Ingram, Aleem Raja (PD), Richard Rendon, and Catherine Smith

2. INTRODUCTIONS
Members of the Committee introduced themselves and identified their affiliations. Guests were encouraged to introduce themselves as well.

3. OVERVIEW OF LAWS AND RULES FOR MEMBERS OF CITY COMMISSIONS, COMMITTIES AND TASK FORCES
Deputy City Attorney Mariam Morley appeared to explain the rules, regulations, and requirements for members of citizen bodies of the City and County of San Francisco.

4. ELECTION OF COMMITTEE CHAIR AND VICE CHAIR
Elections for chair and vice chair of the Committee were held. For chair, Richard Rendon nominated Camilla Norman Field, seconded by Michael Goldstein; Mira Ingram nominated Cathy Smith, seconded by Aleem Raja. Ms. Field was elected Chair by a vote of 5-1. For vice chair, Ms. Field nominated Michael Goldstein; seconded by Richard Rendon; Ms. Ingram nominated Ms. Smith, seconded by Mr. Raja. Mr. Goldstein was elected by a vote of 4-2.

Public Comment:
Ms. Naomi Finkelstein objected to the election due to the lack of public comment before the election. Staff stated she would consult with Deputy City Attorney Morley and report back to the Committee.

5. CONSIDERATION OF COMMITTEE BYLAWS
Ms. Lerner provided a bylaws template for the Committee's consideration. After some discussion, Michael Goldstein moved to defer approval of the bylaws until the next meeting; seconded by Ms. Field, the motion passed unanimously. Aleem Raja said he would take responsibility for creating draft by-laws for the next meeting. The Committee did decide it would hold its next meeting on July 26 from 10:00 am until 11:30 am.

Public Comment:
Ms. Finkelstein complained about the public comment period.

6. ADJOURNMENT
The meeting was adjourned at 11:30 a.m.
