MINUTES

1. CALL TO ORDER AND ROLL CALL
The first meeting of the Community Oversight Committee was called to order at 10:05 a.m. by Committee staff, Jill Lerner, Office of the City Administrator.

2. APPROVAL OF COMMITTEE BY-LAWS
Amended: Article IV - Meetings, Section 1. Regular Meetings, addition to paragraph #1: ", unless there is a conflict with this time or location."
Ayes: Camilla Norman Field, Michael Goldstein, Mira Ingram, Aleem Raja, and Catherine Smith.
Nays: None.
Absent: Patt Denning and Richard Rendon.

3. DISCUSSION AND CREATION OF SUB-COMMITTEES AND COMMITTEE LIAISONS
Agenda items 3 and 4 were reversed. Committee chairs noted in italics.
San Francisco Police Department/San Francisco Police Commission: Michael Goldstein, Cathy Smith, and Mira Ingram.
Office of the District Attorney: Camilla Norman Field and Cathy Smith
Office of the Public Defender: Aleem Raja, Patt Denning, and Richard Rendon.
Community: Mira Ingram, Cathy Smith, and Richard Rendon.
Board of Supervisors: Michael Goldstein and Camilla Norman Field

4. DISCUSSION OF COMMITTEE'S GOALS AND RELATED TIMELINE
Does the DA see all of the police reports?
5. SCHEDULING OF FUTURE MEETINGS
Dates proposed (all Thursdays from 10 - 11:30 am)
2007: October 25, November 29, December 20
2008: January 31, February 28, March 27, April 24
First Board of Supervisors' Report scheduled to be issued on April 24, 2008
Camilla Norman Field will connect with the City Administrator's office and Supervisor Ammiano's office to secure those dates and room 278 in City Hall. She will report back to the committee via email, as well as at the next committee meeting.

6. PUBLIC COMMENT
Shona Gochenaur:

  • Police Commission Hearings with Police Chief Heather Fong and Rick Perry are available online (video format)
  • What are SFPD's current procedures with regards to medical marijuana (general bulletin, special bulletin, in-service training?). When does an investigation get turned over to the federal government?
  • The committee should be in contact with the Office of Citizens' Complaints.
  • Request for a training video for the Sherriff's Department in response to City Hall's guards asking for medical cannabis ID cards, rather than verifiable recommendations as required by law (Camilla Norman Field to follow- up with Supervisor Mirkarimi's office).
  • Police Chief Fong and Deputy Chief Morris Taback will supply the community with a liaison with a background in disability.
  • Recommend connection with Child Protective Services with regards to marijuana arrests (medical and otherwise).
  • By not protecting marijuana offenses that occur on public property, or within view of the public, the ordinance unfairly targets SF's homeless and indigent population and ought to be amended.
  • Return of property: is law enforcement currently seizing marijuana?
  • Is cross-deputization occurring? If so, in which instances and why?
  • Recommend SFPD and Police Academy training in existing marijuana legislation.
