1. CALL TO ORDER AND ROLL CALL
Chair Philip DeAndrade called the meeting to order at 4:20 p.m.

2. APPROVAL OF MINUTES
By motion of Mr. Moss and second by Ms. Pierce, the minutes of the meeting of October 22, 2009 were approved as written.
3. REVIEW AND RAMIFICATIONS OF CAISO LETTER TO MAYOR NEWSOM RE CLOSURE OF POTRERO POWER PLANT
Mr. DeAndrade suggested that the Task Force help prepare the Board of Supervisors Land Use Committee for its hearing on the Potrero Plant closure with questions to be asked of Mirant, Transbay Cable, PG&E and CAISO. Task Force discussed the issues that would form the basis of the questions.
Mr. Boss moved that the Task Force send the Land Use Committee a letter (to be written by Mr. DeAndrade) with the questions. Seconded by Ms. Pierce, the motion passed unanimously.
4. SFPUC ELECTRICITY RESOURCE PLAN (“ERP”) UPDATE
Manuel Ramirez, PUC Acting Manager for Regulatory Affairs, reported that PUC will release the ERP at the end of February. After input from the BOS, citizens and all relevant agencies, PUC will take comments and incorporate in the final ERP. Mr. Ramirez stated that he will show the final ERP draft to Mr. Boss and Mr. Moss to review before it goes public. Ms. Pierce requested the PUC to give the Task Force, as a group, an opportunity to review and suggest changes before it is sent back to the consultant, RMI to finalize.

4. CONSULTANTS STUDY TO ADDRESS CITY RELIABILITY AND THE POTRERO POWER PLANT CLOSURE: BARRY FLYNN, FLYNN RESOURCE CONSULTANTS, INC.
A Local Capacity Requirement (LCR) study done by ISO last year. ISO assumed that for 2010, the high voltage transbay cable would be in service. PG&E replaced cables from Martin substation to Potrero substation with new cables. Once cable replacement accomplished, ISO LCR studies indicated there was a need for 35MW in the City at Potrero.
Per Flynn, PG&E project to change configuration at Larkin substation changed relaying system. This reduced need for 35MW to 26MW at Potrero for needs of 2010 summer peak. Study considered four scenarios with different criteria to ensure sufficient power in SF to remove RMR and shutter Potrero.
5. TASK FORCE REQUEST TO BOARD OF SUPERVISORS TO EXTEND DELIVERY DATE FOR ELECTRIC RELIABILITY PLAN
Mr. Boss moved that the Task Force ask the Board of Supervisors to add the study of cogeneration added to the request for the Electric Resource Plan and if necessary, request additional time to complete the study. Ms. Pierce seconded the motion. Ms. Pierce asked to make a friendly amendment restating the motion to read: this Task Force recommends to the BOS that it revise its request for the ERP to specifically include consideration of cogeneration and other generation of electricity if that is anticipated in the plan. The motion was defeated in a 2-3 vote.
Mr. Moss moved to restate the previous motion: that the BOS set up a technical advisory committee, composed of the Task Force, to review and approve the ERP. Motion was unanimously approved.

Moved by Ms. Pierce, seconded by Mr. Moss, the meeting was adjourned at 6:00.
