MINUTES

of the

POWER PLANT TASK FORCE

1. CALL TO ORDER AND ROLL CALL

Chair Philip DeAndrade called the meeting to order at 4:10 p.m.

2. APPROVAL OF MINUTES

The Minutes of the meetings of September 25, 2008 and February 26, 2009 were approved as written.

3. REPORT FROM SFPUC RE ELECTRICITY RESOURCE PLAN

Manuel Ramirez, Power Enterprise, Acting Manager of Regulative and Legislative Affairs: long term plan will take longer to complete; immediate short-term goal is to develop PUC assessment of 2010 electricity needs for San Francisco and its shortfalls by the end of April. Intention of updating the 2002 Electricity Resource Plan is to take a broader look at SF's needs in the long term and to an integrated resource plan approach.
ISO initial technical analysis shows that without Transbay cable, only in-city need is 35MWs. That never translates to official ISO position that 150MWs is required. Believes that the 150MWs applies to Greater Bay Area.

Karen Kubik, Power Enterprise, Manager of Infrastructure Development, PUC:
Continuing to pursue looking at a transmission line from Newark to San Francisco. Interconnection agreement expires end of 2015. Have hired a project manager who will be doing specific analyses re alternatives, costs, benefits. Possibly going with a DC cable across bay coming up in bay on eastern side. May end up with other municipal partners, e.g. Palo Alto, Santa Clara, Alameda.

4. ON-GOING PLAN TO CLOSE POTRERO POWER PLANT

a. Update on Transbay cable as it relates to closure of the Potrero Power Plant:
David Parquet, Babcock and Brown: schedule for commercial operation is end March, beginning of April, 2010. Project: three pieces–converter station in the Potrero, one in Pittsburg and a cable. Ship scheduled to pick cable up and bring into bay September or October of this year. Re converter stations, Pittsburg a couple months ahead of SF by design because that is where power is coming from, is a stronger substation and developers want to test entire machine; test scheduled for September of this year. San Francisco converter station scheduled to start tests in December. Cable will be installed by end of November. Has to be connected up at both ends.

5. UPDATE ON STATUS OF WATER PERMIT BEFORE THE WATER BOARD

Deputy City Attorney Theresa Mueller: a permit is extended until the Water Board acts on the permit extension application; according to Water Board website, it has delayed action on the permit pending the outcome of a case at the U.S. Supreme Court, related to EPA regulations on the Clean Water Act, and also delayed it waiting for a State Board policy on once-through cooling.

6. ADJOURNMENT

Ms. Pierce moved to adjourn the meeting until the May 28 regular meeting. Seconded by Mr. Moss, the meeting was adjourned at 6:10 p.m.
