1. CALL TO ORDER AND ROLL CALL
Chair Philip DeAndrade called the meeting to order at 4:10 p.m.

2. APPROVAL OF MINUTES
The minutes of the meetings March 26, 2009 were approved as written.
3. BUDGET PROPOSAL TO HAVE PUC SELL STORED COMBUSTION TURBINE GENERATORS
Mr. Boss: due to City's budget shortfall, City looking for ways to raise money; one recommendation from the Mayor's Office is to sell the CTs. Believes that until Electric Resource Plan is completed, City should retain at least two of the CTs; or sell them at an earlier date if the power plan is shut down. Moved that the TF send a letter to Board of Supervisors to retain at least two of the CTs.
Barbara Hale, Assistant General Mgr. for Power, PUC: the Electric Resource Plan is being updated in consultation with Rocky Mountain Institute; presently, a 25% gap in reliability has been identified. Consultants, ISO, PG&E reassessing the need for the four CTs. They have identified a much smaller gap in reliability and PUC optimistic that City won't need the four CTs to meet that gap. Technical study identifies a maximum need of 25MWs; ISO asserts that it cannot allow the three 52MW plants released from their obligation.

Mr. Looper: offered a friendly amendment to Mr. Boss' motion, urging the Board of Supervisors to retain all four of the CTs until Electric Resource Plan is completed.
At 4:30 p.m., Ms. Pierce left the meeting, and Mr. Millet arrived.
Mr. DeAndrade: rephrased Mr. Boss' motion: moved to send a letter to the Board of Supervisors urging the City to retain at least three of the City-owned combustion turbines (CTs) until the ISO has removed RMR from the entire Mirant plant. Mr. Millet seconded the motion. The motion failed for lack of a quorum vote (3-1).
Mr. DeAndrade asked Mr. Looper to make a new motion. Mr. Looper moved that the TF send a letter to the Board of Supervisors, encouraging the retention of all four CTs until the ISO has removed RMR from the entire Mirant Units 3, 4 and 5. Seconded by Mr. Millet, the motion passed unanimously (4-0).
4. POTRERO PLANT CLOSURE, CITY LETTER TO CAISO
Item outdated; letter sent.
5. UCSF MISSION BAY 15MW GENERATOR WITH STEAM-LOOP–CENTRAL UTILITY PLANT
Mr. Ramirez, PUC: PUC had discussion with UCSF to get feedback on the steam
plant at the Mission Bay facility. Intent was to see if there were any opportunities to
partner with UCSF, if the City was able to keep one of the CTs for purposes of providing
more steam and excess electricity.
6. ELECTRIC RESOURCE PLAN
Manuel Ramirez, PUC: in active discussions with Rocky Mt. Institute to develop a
proper scope of work, finalize their deliverables and task orders.
7. ADJOURNMENT
By Task Force agreement, Mr. DeAndrade asked that the July and August meetings be
held in abeyance and the next meeting to be held at the call of the Chair. The meeting
was adjourned at 5:30 p.m.
