1. CALL TO ORDER AND ROLL CALL
Chair Philip DeAndrade called the meeting to order at 7:00 p.m.

2. APPROVAL OF THE MINUTES
Moved by Karen Pierce, second by Joe Boss, the Minutes of the July 24, 2008 meeting were approved.
3. OPENING REMARKS BY CHAIR DE ANDRADE
Mr. DeAndrade presented a history of the Task Force, the Potrero Plant closure process and the prospective retrofit of Potrero Units 4, 5 and 6.
4. REPORTS FROM CITY DEPARTMENTS
a. PUC Project Manager Michael Martin: after the SFPUC rescinded its approval of the installation of the combustion turbine generators (CTs) and designated the retrofit of the existing peakers (Potrero Units 4, 5 and 6) by Mirant as its preferred option to address the City's reliability needs. Mr. Martin was assigned to evaluate the proposed retrofit project and the potential for structuring an agreement with Mirant that would allow for the achievement of the City's environmental goals; those goals would include, without limitation, using natural gas to run peakers, with the potential for a biodiesel alternative with City approval. Under such a contractual agreement, the retrofitted peakers would only run for reliability with the ultimate goal of eventually closing down the plant and redeveloping the land.
The CH2M feasibility study, commissioned by Mirant, states the retrofit would cost $78 million; the cost to the City of the in-City portion of the CT project could be $140 million.
b. Deputy City Attorney Theresa Mueller announced that there was no new information from City Attorney's Office to report.
c. John Chilemi, President of Mirant California: if another reliability solution is not found, Units 4, 5 and 6 could run for twenty more years; if Units 4, 5 and 6 are retrofit and the transbay cable becomes operative, we believe the ISO would release Unit 3 from the reliability requirement. However, the ultimate decision to shut down Unit 3 is up to the ISO>
d. Public comment
1. Eric Gross, SF Green Party: opposed to CTs and retrofit.
2. John DeCastro: as president of Potrero Boosters, worked on Maxwell Ordinance and headed up Potrero Boosters' Intervener action in Mirant retrofit application to CPUC.
3. Tony Kelly, current president Potrero Boosters: Mirant must be closed and renewables utilized.
4. Janet Carpenelli, Dogpatch resident: supports installation of CTs.
5. ELECTRIC RELIABILITY FOR SAN FRANCISCO
After discussion, Karen Pierce moved: this task force recommend to the Board of Supervisors that it reject the proposal to retrofit Potrero Units 4, 5 and 6 and oppose the continued operation of Unit 3. Seconded by Mr. Boss, the motion unanimously passed with a vote of 5-0, as Mr. Moss had left the meeting before the vote.

Mr. DeAndrade adjourned the meeting at 8:30 p.m.
