POWER PLANT TASK FORCE

1. CALL TO ORDER, ROLL CALL
The meeting was called to order at 4:20 p.m. by Jill Lerner, Task Force Administrator.

2. ELECTION OF OFFICERS
Ms. Pierce moved to nominate Philip DeAndrade as chair. Seconded by Mr. Moss and Mr. Millet, members unanimously elected Mr. DeAndrade, who then presided over the meeting.
3. REPORTS FROM CITY DEPARTMENTS
City Attorney: Deputy City Attorney Theresa Mueller reported that the Water Board does not intend to allow once-through cooling by Mirant to go on at the Potrero Power Plant unless Mirant can prove that the system does not have a significant impact on the Bay. The time period for this system has been reduced from 5 years to 2 ½. The ISO may then say that the Potrero Plant is not needed when the Action Plan is implemented.
PUC: Assistant General Manager for Power, Barbara Hale reporting. PUC is planning to update the Electric Reliability Project; siting one of the four combustion turbines that the City received at SF Airport. Re Transbay Cable DEIR, PUC is looking at energy issues, coordination with CT project, EMF and air quality issues. ISO evaluated project and decided that the cable is necessary for market reliability.

Mr. Moss: important that the Task Force weigh in with a statement re the underwater cable from Pittsburg. Ms. Mueller said the City's comments on the Draft EIR are due to the City of Pittsburg. Monday. There may be a two-week extension.
Anne Eng, Dept. of the Environment: there may be some environmental justice implications on a regional level of the underwater cable.
Mr. DeAndrade asked Deputy City Attorney Theresa Mueller to request an extension of time from the City of Pittsburg for accepting comments on the DEIR.
Mr. DeAndrade then asked for a special meeting of the Task Force to discuss the DC Cable. Ms. Pierce moved that a special meeting be held on Wednesday, June 28 at 4:30. Mr. Moss seconded the motion and it passed unanimously. Mr. DeAndrade asked that representatives from the Port, Planning, DOE, BCDC and Supervisor Ammiano's office be invited
Ms. Pierce asked for reports on: tidal power from the Dept. of the Environment; and a report on the clean-up at the Hunters Point Power Plant.
4. MIRANT STATUS REPORT
Deputy City Attorney Mueller: Mirant did not appeal the Water Board decision on once-through cooling.
5. TASK FORCE POSITION RE SITING OF CTs
This item was put over to the next regular meeting.
6. ADJOURNMENT
The meeting was adjourned at 5:55 p.m.
