1. CALL TO ORDER, ROLL CALL
The meeting was called to order at 4:50 p.m.

2. DIRECT CURRENT TRANSBAY CABLE (DC): CITY DEPARTMENTAL
RESPONSE TO THE DRAFT EIR
Jeanne Sole, Deputy City Attorney: City Attorney's Office is collecting comments from departments to send on to the City of Pittsburg. SFPUC has sent initial thoughts; hoping to receive comments from City Planning, Dept. of the Environment. Port has studied EIR carefully and will be sending comments.
Question: is air quality analysis sufficiently detailed? Port is looking at potential impacts on contaminated soil. Is post-construction stormwater discharge process consistent with Port's stormwater management plan? Several historic buildings could be impacted. Question of whether there has been enough analysis of impacts of cable on navigation.
Deputy City Attorney Theresa Mueller wants Task Force to submit comments in writing so that they can be included in the City's response due on July 10.
Joan Lamphier, Manager of the Environmental Review Process for the City of Pittsburg; Pittsburg will grant an extension to anyone who asks.
Jim Hendry, PUC: PUC is critiquing the alternatives that Pittsburg has come up with in the Draft EIR.

Mr. DeAndrade: purpose for meeting is to evaluate the CEQA process.
Mr. Moss: concerned with alternatives; there is inadequate analysis of City policies and voter directives.
Mr. Boss: concerned with cultural resources
Mr. Collins: would like to consider the option of no cable as an alternative.
Joe Boss asked Sam Wehn, Project Manager for the Trans Bay Cable
project to what extent BCDC had been engaged about the project. Mr. Wehn
stated that the Commission had discussed the project last August and seemed to feel the project was supportable. Joe asked if any further discussion had taken place and Mr. Wehn implied that the BCDC staff was up to speed with the project and had not expressed any major issues. Steven Moss said he found that hard to understand. Joe Boss said he not seen any discussions mentioned on BCDC Committee agendas.
David Beaupre, Port: Port not commenting on the project but on the EIR because portion of the cable runs under part of Bay within the Port's jurisdiction and where the line comes up and out of the Bay is under Port jurisdiction and will require licensing and approval of the PORT and the Board of Supervisors. Port is concerned re air quality, water resources, and water quality; geologic resources; stormwater management, marine biology resources, construction-related impacts; cultural resources, hazardous materials and waste management during construction.
Task Force agreed that it would issue comments re: CCSF local laws, ordinances, regulations missing from the executive summary of the EIR (Mr. DeAndrade); cultural resources (Mr. Boss); alternatives to the project (Mr. Moss) and environmental justice issues (Mr. Collins).
Mr. Millet moved that the members submit comments to the Chair who will combine them and send to Board of Supervisors, to Deputy City Attorney Theresa Mueller to include with the City's comments to Pittsburg. Seconded by Mr. Moss, motion passed unanimously.
