MINUTES

of the

POWER PLANT TASK FORCE

 

Tuesday, September 12, 2006 at 4:00 p.m.

 

City Hall, Room 278

San Francisco, CA 94102

 

1. CALL TO ORDER, ROLL CALL

The meeting was called to order by Chair, Philip DeAndrade at 4:15 p.m.

2. APPROVAL OF THE MINUTES

The Minutes of the meetings of June 22, 2006 and June 28, 2006 were approved as written.

 

3. REPORTS FROM CITY DEPARTMENTS

 

PUC: Karen Kubick, reporting. CT project is continuing through the CEC licensing process; Presiding Members Proposed Decision been published. CEC will have a Hearing on the Proposed Decision on September 25th to entertain public comment. Running and maintenance of CTs will be bid out. Three CTs will be sited at Maryland and 25th Streets and one at the airport. CTs should be able to start up in thirty minutes. Construction predicated on financing through the Dept. of Water Resources. Look forward to starting up fall, 2008 depending on final CEC approval as well as City approvals.

 

The CTs (peakers) have to up and running reliably before CAL-ISO considers removal of the Reliability Must Run (RMR) contract from Mirant's Potrero Power Plant.

 

DCP (City Planning): Jasper Rubin reporting. Department has looked at the possibility of housing if the Potrero Plant is decommissioned. Is one of the land use considerations being reviewed as part of the Central Waterfront Plan, not as policy but as an idea. Re Transbay Cable Project: City met with project sponsor to discuss proposed sites; two main sites involve demolition of architecturally significant buildings. Sponsor proposed

moving site westward although it would be closer to site where DCP is proposing housing.

 

DOE (Dept. of the Environment): Cal Broomhead reporting. Dept. is in favor of shutting down Potrero Plant but not involved in the regulatory side.

 

4. UPDATE ON DIRECT CURRENT TRANSBAY CABLE AND CEQA STUDY

 

The next step in the EIR process is the issuance by City of Pittsburg of a new draft EIR with the comments and the answers posed after the release of the draft EIR. Mr. Moss stated that the draft EIR should be brought to the attention of the Board of Supervisors early so that there is a full opportunity to develop any necessary analyses or vetting process. Mr. Moss moved that the Task Force send a recommendation to the Board that it not approve the Transbay Cable until certain studies are done; Mr. Millet seconded. It was agreed that the vote on the motion would take place at the next regular meeting on Sept. 28th.

 

5. CALIFORNIA ENERGY COMMISSION CONSIDERATION OF SITING OF THE COMBUSTION TURBINES (CTs)

 

After some discussion, the TF agreed to support siting of the CTs, based on the understanding that prior to the final City approval of the San Francisco Electric Reliability Project, the Potrero Power Plant will be shuttered. Joe Boss moved that the letter be sent to the CEC Mr. Millet seconded. The Task Force unanimously approved the motion and authorized Mr. DeAndrade to draft the letter. The letter has to arrive at the CEC by September 25th.
