POTRERO POWER PLANT CITIZENS ADVISORY TASK FORCE

1. CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Philip DeAndrade at 4:10 p.m.

2. APPROVAL OF THE MINUTES
The minutes of the meeting of March 20, 2003 were approved as written.
3. NEW BUSINESS
Mr. DeAndrade distributed a letter to the members from the ISO management to PG&E regarding its official position on the retirement of Hunters Point Unit 4. This report may affect the way we might want to address the siting of the peaker plants and the retrofit.
ISO states that Unit 7 would be a suitable replacement for Hunters Point 4. ISO determined that the CTs (peakers) if located in the City would be a suitable replacement for HP4 if all transmission systems are completed and placed in service prior to the retirement. City Attorney Joe Como explained that in the ISO's determination, the Greater Bay Area transmission projects have to be completed for one of the critical elements to be in place for the closure of Hunters Point, and that includes those six elements listed as future requirements. Does not include Jefferson Martin.
4. ISSUES RELATION TO POTRERO 3 RETROFIT
Ms. Pierce suggested that the Task Force send a letter to Supervisor Maxwell requesting
that she instruct the City Attorney's Office to take the Task Force position opposing Unit
7 , supporting the closure of Unit 3 and the closure of Hunters Point. Mr. Moss suggest
that the Task Force meet with Supervisor Maxwell in person to convey this information
Ms. Pierce moved that the letter be sent and Ms. Drefke seconded the motion.
Members agreed that the letter should request that Supervisor Maxwell work with the City Attorney to communicate to the ISO that the City opposes Unit 7 and the City wants Unit 3 closed by a time certain and the Hunters Point be closed by 2005; that the City needs to understand the necessity for and location of the four peakers; that the letter include a request for meeting with Supervisor Maxwell. Motion passed unanimously.
Ed Smeloff, PUC reported on the City's meeting with the ISO. City conveyed to the ISO its position regarding ISO terms and conditions for closure of Hunters Point 4. Our position is that it is positive but can go further, that Unit 1 need not be operated given that the load-serving capability will be significantly greater in the near term then what the projected and forecasted load is in SF. Result of that difference is that several of the existing dirty peaking units at Potrero and HP should not operate at all in the future. No action scheduled to be taken at the meeting.
ISO also saying that if building of Unit 7 will result in closure of Hunters Point. Also that siting of four CTs could shut down Hunters Point. Jefferson Martin could also result in HP closure.
5. SITING OF THE PEAKERS
Mr. Smeloff reported that the City is looking at two pieces of property around the Potrero substation, at 5th and Jessie and at the airport.
