POTRERO POWER PLANT CITIZENS ADVISORY TASK FORCE

1. CALL TO ORDER AND ROLL CALL

The meeting was called to order by Chair Philip DeAndrade at 4:05 p.m.

2. REPORT FROM THE CITY ATTORNEY'S OFFICE

Deputy City Attorney Joe Como reported that the CEC hearing on the socio-economic issues in the Mirant application were to continue tomorrow; that Mirant is asking for a stay of the hearing process regarding the cooling system. Mirant agreed that an alternative cooling system is technically feasible.

3. REPORT FROM THE PUBLIC UTILITIES COMMISSION

Ed Smeloff appeared to report information from the ISO and PG&E projects. He stated the siting of the four CTs anywhere in San Francisco should result in the closure of Hunters Point.

4. TASK FORCE POSITION ON MAXWELL RESOLUTION OPPOSING PROPOSED POTRERO UNIT 7

Mr. Moss moved that the Task Force adopt the community version of the Maxwell/Ammiano Resolution opposing Unit 7. Seconded by Mr. Borg, motion carried 5 to 1.

5. BLUEPRINT FOR SOLUTION TO SAN FRANCISCO'S ENERGY NEEDS

Mr. Moss suggested that the Task Force propose that the ISO run alternative scenarios for SF's energy needs, e.g., using all four CTs, combinations with transmission, etc. He proposed asking the ISO to do an analysis, to look at the implications of one or two CTs at Potrero

Mr. Smeloff reported that the City is looking at 5th and Jessie and at the switchyard. He said that the City has asked for an interconnection study to see if all four CTs can be sited at the airport; that the Electricity Resource Plan calls for three CTs and two cogeneration plants.

Mr. Borg asked Mr. Smeloff if the PUC would assist in planning the June Task Force meeting scheduled to be held at the Southeast Facility. Mr. Smeloff agreed.

Limiting factor is that state is concerned about costs SF is loading up on the state because agreement structure is all the costs are passed through to the state over ten years to state. Jessie site is going to be very expensive to build. State says beware of costs; ISO wants to be sure there is enough reliability to close Hunters Point.

Mr. Moss wants facts known that Hunters Point is the number one economic site for the CTs but that Potrero is probably where they will be sited. He also stated that the Dept. of the Environment should be commended by the Task Force for getting $16 million of energy efficient money to the community, to the City to for the purpose of reducing reliance on the power plants to shut down Hunters Point.

Mr. Moss moved that the Task Force ask the ISO to analyze the implications of citing one or two CTs in the Potrero area, two other two somewhere else and what it would take to phase out Unit 3 and shut down Hunters Point. Mr. DeAndrade seconded the motion and it carried unanimously.

The meeting was adjourned at 6:00 p.m.
