POTRERO POWER PLANT CITIZENS ADVISORY TASK FORCE

1. CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Philip DeAndrade at 6:00 p.m.

2. CONSIDERATION OF THE TASK FORCE'S FINAL RECOMMENDATION TO THE CITY REGARDING THE MIRANT APPLICATION TO THE CALIFORNIA ENERGY COMMISSION FOR CERTIFICATION
Mr. DeAndrade explained the history of the Task Force and announced that the Task Force formulated a final recommendation for the Board of Supervisors after listening to the community and experts. He read the recommendation to the audience. Ms. Drefke moved to accept the recommendation and Mr. Moss seconded the motion.
Mr. DeAndrade explained the California Energy Commission certification process.

Speakers included Mr. Greg Markoulis, Ms. Danielle Dowers and Mr. John DeCastro.
Deputy City Attorney Jackie Minor explained the intervention process as well as the requirements for legislative approval, i.e., that the City cannot enter into an agreement with Mirant without approval of the Board of Supervisors.
The state controls the siting process, but the City has site control.
The City is requiring Mirant to agree to two points-a once-through cooling system and a connection of the Hunters Point switchyard with the Potrero switchyard. The cable has to go under Islais Creek.
Greg Asay of Supervisor Maxwell's office explained the Maxwell Ordinance which requires the PUC and the Department of the Environment to create an energy plan and to shut down the Hunters Point Power Plant. That plan is to be released June 3, 2002.
The vote was taken on the Final Recommendation and it passed unanimously.
4. INTRODUCTION OF TASK FORCE MEMBERS AND COMMENTS
Joe Boss stated that the City departments were supportive and helpful during the two years the Task Force has met.
John Borg concurred with Mr. Boss'comments and expressed the desire for an enlightened energy approach for the entire city.
Babette Drefke asked that the Potrero residents push to have the neighborhood wires undergrounded.
Steve Moss stated that as a new member of the task force, he has been impressed with the work of the body
Philip DeAndrade explained that the issues have been the health of the community and the health of the Bay; that the Task Force is not opposed to power and to a power plant in the community. But the Mirant proposal does not meet the needs of the City and should be opposed.
5. ADJOURNMENT
Mr. DeAndrade announced that the next meeting would be in June and adjourned the meeting.
