- PRESENTATION: MARK HARRER, PROJECT MANAGER, SOUTHERN ENERGY COMPANY
Southern Energy, Inc. is the independent arm of Southern Company, largest electricity producer in the United States; it develops power plants world-wide. Southern Energy California is a new entity, established solely to own and operate the power plants purchased from PG&E one year ago. Southern purchased the Delta power plants,in the East Bay, Pittsburg and Contra Costa in addition to the Potrero Plant. He related the history of the Hunters Point ( HP4-41 yrs. old, HP2 and 3, 50 yrs. old) and Potrero Power 3 (35 years old) plants. The Spreckels Company opened the Potrero site in 1903. PG&E dedicated it in 1929
The Potrero plant generates 362 megawatts. The Southern Company wants to add 540 megawatts. The Southern Company is proposing combined cycle gas turbine generation: two gas turbine generators at 350MW and one steam turbine generator at 190MW. It will be 40% more efficient than the existing power plants. Can produce the same amount of power with 40% less fuel.
The new unit, Potrero 7, will be modern, efficient and clean. It will use clean natural gas and eliminate pollutants, using dry, low NOx burners. It will meet California environmental regulations which are the toughest in the nation.
Mr. Harrer described the Application for Certification process with an accompanying time line. The application submitted to the CEC on May 31sst. Expect to be certified data adequate in September. The plant would be ready to start up in the summer of 2003.
Task Force questions addressed issues of emissions, warming of the bay, rate payers.

Mr. Dale Shileikis, Dames & Moore, project manager of the consulting team hired by Southern to prepare the environmental documents for the application introduced himself; he offered to bring experts to the Task Force to explain the documents.
4. PRELIMINARY IDENTIFICATION OF ISSUES FOR TASK FORCE CONSIDERATION (Continued)
Mr. DeAndrade presented a document that includes a list of Task Force concerns. He asked members to review the document and bring it back to the next meeting with any other concerns, additions.
Larry Klein stated that the PUC could review the list and sort out the questions that the City has already asked by the next meeting.
5. COMMUNITY OUTREACH
Mr. DeAndrade explained the purpose of this agenda item is to find ways to get information out to the community regarding the Potrero Power Plant and the application process and to find ways to funnel information from the community back to the Task Force
Mr. Harrer of the Southern Company reported that there will be workshops out in the community and a scheduled site visit for members of the public.
Mr. Borg suggested that there be a basic presentation in the neighborhood that will explain how the new plant will affect the neighbors of the Potrero and Dogpatch.
He also suggested that the meeting might take place in September at the California College of Arts and Crafts Potrero campus and volunteered to arrange the site and the meeting.
Mr. DeAndrade mentioned that environmental organizations such as San Francisco Tomorrow, Sierra Club, Baykeeper and Green Action Alliance might be invited.6. ADJOURNMENT
