1. CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Philip DeAndrade.

2. APPROVAL OF MINUTES
The minutes were approved as written.
3. PRESENTATION BY STATE DEPARTMENT OF FISH AND GAME REGARDING EFFECTS OF POTRERO POWER PLANT WATER INTAKE AND OUTFLOW ON THE FISHERY OF SF BAY
The representative from the Department of Fish and Game did not appear. Chair DeAndrade and Mr. Firth both recommended that a written invitation be sent to the

agency. The Task Force agreed and asked that a copy of the invitation be sent to Assemblywoman Carole Migden and Assemblyman Kevin Shelley.
4. REPORT OF THE TASK FORCE SUBCOMMITTEE ON AIR QUALITY
Ms. Ames reported on the meeting at Richard Lee’s office. Southern Energy sent three representatives and provided information. Mr. Lee said that he believes that there is a big difference between the amount of pollution that is going to be created versus what is being created now and what is possible from Hunters Point. He believes the pollution will be greater with the increase in generation at the Potrero Power Plant. Ms. Ames added that the Bay Area Air Quality Management District will still approve the increase since it complies with federal standards.
It was not clear whether the standards under discussion are state standards or federal standards.
Ms. Ames said she believes the Task Force needs to gather experts to help express community concerns to the CEC.
Mr. Borg believes that the Task Force needs help in moving ahead.
Ms. Drefke believes the Task Force should get information regarding the effect of the Hunters Point Power Plant on the surrounding community and all the statistics accruing from that.
5. STATUS OF THE TASK FORCE AS INTERVENOR TO THE CEC APPLICATION PROCESS
Chair DeAndrade noted that the legislation that created this Task Force calls for the Task Force to terminate at the end of this year. He suggested that the Task Force ask the Board to extend its tenure until completion of the CEC process. Mr. Boss so moved; seconded by Ms. Ames, the motion was unanimously approved.
Diana Cardenas, a consultant hired by the Mayor’s office to coordinate the City’ response, explained that all City concerns, comments, interests in the application will be submitted to the CEC under one umbrella.

A general discussion ensued regarding the ability of the Task Force to intervene in the application process: whether to add its voice to the City’s intervention or whether to gather independent resources to intervene on its own. The Task Force requested more information from Ms. Cardenas as to what she is doing and what the City is doing with regard to intervening.
Mr. Borg moved that the Task Force request that the Board of Supervisors appropriate $250,000 to the Potrero Power Plant Citizens Advisory Task Force with two immediate endeavors: 1) fund outside an independent economic consultant, experienced in the CEC certification process, to evaluate the proposed project’s financial model and determine reasonable funding levels to be used for necessary mitigation issues; 2) fund outside independent legal counsel, experienced in the CEC certification process, to evaluate economic and environmental data and develop an appropriate mitigation package for Southern Energy’s proposed project. Ms. Drefke seconded the motion. The motion was passed, 7 ayes and 2 abstentions.
The Task Force discussed the pros and cons of becoming an official intervenor.
