1. CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Philip DeAndrade.

2. APPROVAL OF MINUTES
The minutes were approved as written.
3. STATUS OF REQUESTS TO THE BOARD OF SUPERVISORS
Pursuant to decisions made at the October Task Force meeting, Mr. DeAndrade sent a letter to Supervisor Ammiano requesting a) extension of the life of the Task Force to be

coterminus with CEC certification application process; and b) $250,000 for the Task Force to engage consultants to provide it with expert information.
Mr. DeAndrade and Ms. Vietor met with Supervisor Ammiano to discuss ways that the Board could assist the Task Force. Ms. Vietor reported that the Supervisor agreed to introduce legislation extending the life of the Task Force. He also suggested that the Board Legislative Analyst provide research and analysis for the Task Force. The Analyst would review SF’s current and future power needs as well as an analysis of the potential for renewable power sources, energy efficiency programs and distributed generation. Analyst could also assess the impact on the Potrero Hill neighborhood from the current power plant as well as the proposed expanded plant; and that the assessment should include but not be limited to construction safety, worker safety, traffic, air, water and public health. Other subjects for study could be other areas’ mitigations and the process used to develop the mitigation packages.
Supervisor Ammiano also discussed the concept of a supplemental appropriation that would have to be approved by the Board of Supervisors. They also discussed working with Hetch Hetchy on renewables.
Ms. Calvillo explained that the Legislative Analyst could look at the current plant and its impacts on noise, pollution, toxicity, traffic; and to look at the mitigation packages in other communities. The request for extension of the life of the Task Force, request for services of the legislative analyst and possibly the Hetch Hetchy piece will be presented to the Board. Ms. Calvillo will ask the Analyst to submit the reports to the Task Force by the end of January.
The Task Force agreed that it would submit a list of items to be researched by the Legislative Analyst to Jill Lerner by tomorrow afternoon and she should immediately submit the list to Supervisor Ammiano’s office
4. REVIEW OF IDENTIFIED ISSUES
Mr. DeAndrade described a document, "Issues Identification Report," prepared by staff of CEC staff for the Energy Commission. It identifies what the CEC staff believes to be the major issues-air quality, environmental justice, biological and cultural resources, facilities design, transmission lines safety, paleontology, hazardous materials, socioeconomics, workers’ safety, noise, land use, soil, transportation, waste management alternatives, visual resources, transmission. biological resources and visual resources identified as major issues. Have until March 27th to convince the Commission that other above-mentioned subjects are also of concern.
Mr. DeAndrade announced that Mr. Steven Moss, an energy consultant from Potrero Hill, has agreed to review the Application for Certification and is willing to help the Task Force on a pro bono basis.
The Task Force agreed on the need for more communication with the City Attorney’s Office and Diana Cardenas, the consultant hired to coordinate the City’s response to the CEC. Mr. DeAndrade will ask them to attend the next meeting.
5. REPORTS OF COMMUNITY CONTACTS
The Task Force discussed conducting outreach and community meetings for the purposes of both collecting and disseminating information. There was consideration given to including community groups who had organized around power plant projects in other areas.
Ms. Ames suggested that the local Potrero organizations might sponsor a community meeting in the Potrero Hill area in January.
Mr. DeAndrade called for a committee to organize a workshop/participatory community meeting on Potrero Hill and present the concept as an action item at the December meeting.
6. NEW BUSINESS
Mr. DeAndrade posed the question of intervention on the part of the Task Force. A discussion ensued regarding aspects of intervention. Mr. DeAndrade stated that the issue of intervention would be on the December agenda. Several members announced that they would not be available for the December meeting. Consequently, Mr. DeAndrade stated he would set the intervention agenda item for the January meeting.
