1.      Review Minutes & Follow up items

 

 

2.      Review SFHA Meeting Outcomes

Anjali reported that the meeting yesterday with SFHA staff went extremely well.  Staff are quite happy with the equipment.  They feel it is making their jobs easier and allowing them to hold contractors accountable for their work.  SFHA would like 2 additional cameras to help do what they would like and what is outlined in MOE more effectively.  SFHA funding is getting cut significantly this year. Anjali reviewed their comments on the MOE with the committee.  Members agreed with meeting outcomes.  See attached for SFHA Meeting write-up from Tuesday, October 31st.

 

Ben explained that there are firms in SF that do flood clean up and mold remediation who are using the cameras.  Might be useful to SFHA to have contractors who self-monitor with their own cameras.  Suggestion made that ATF could provide a list of guidelines in choosing contractors – should include being able to do abatement of lead, asbestos and other hazardous materials.

 

Members asked if current contractual work was under warranty.  If cameras revealed work not sufficient could have them come back to remediate.

Anjali/Karen will revise MOE per discussion with SFHA

 

Anjali will send revised MOE to SFHA and Supervisor Maxwell when complete

 

Ben will send a list of possible firms who can do contractual work as outlined to committee

 

Someone to check if SFHA contractual work for mold is still under warranty.

3.      Review any progress on Asthma-Safe Healthy Housing Guidelines in development

Bernie expressed that DBI has contributed what they can to the initial development of the guidance.  Members noted that Asthma Regional Council’s (ARC’s) version did not include household furnishings and consumer products.  Anjali will be meeting with ARC reps and reps from Boston Urban Asthma Coalition while in Boston (BUAC).  Anjali asked what questions we have for them.  Questions offered:

Has ARC included household furnishings and consumer products?  Why wasn’t it included in the first place?

Ask about their legal clinic – where did the resources come from?

Anjali will communicate committee questions to ARC and BUAC

4.      Review Overall Housing Objectives Flowchart

Members briefly reviewed chart and feel we are on the right path as we are into much of the work outlined in the flowchart.

 

5.      Review Karen’s draft start on ATF Housing Policy Proposals (ATF White Paper)

Neil clarified that the purpose of the White Paper is to formally present our suggestions for policy and action to policymakers.  What committee is reviewing is a background paper that outlines our thinking. 

 

Members commented that there are other supporting documents that need to be submitted along with the White Paper:

-List of less toxic building materials

-Something that visually demonstrates how the system works

All will send input on White Paper to Karen by Nov. 10th.

6.      Review Tobacco Free Coalition’s (TFC) goals to initiate smoke-free housing policy

Anjali briefly explained that ATF has supported the TFC’s goals to modify the existing No Smoking Ordinance for SF.  Their goal to prohibit smoking in common areas of multi-unit housing is in line with our committee’s agreed upon priorities.

Anjali will be joining TFC in a  meeting with Supervisor Maxwell to discuss this issue and will try to attend the next TFC meeting.

7.      SFE/EJ strategic plan goals that overlap with ATF Environmental Committee

Ray reported that SFE is in the midst of completing a Strategic Plan and a draft should be ready by next week.  Part of Ray’s duties will be to work with SFATF.  Ray and Karen spoke so that the committee’s housing priorities could be incorporated.  Members expressed interest in having ATF work with SF Unified School District (SFUSD) incorporated as well (Environmentally Preferable Products, consumer products)

Elements of the plan related to our committee include Clean Air/IAQ (homes) and OAQ, Diesel litigation. 

SFE has some grant funds that they will prioritize in distributing.

Neil will speak to Ray about his thoughts on SFE/EJ Strategic Plan

8.      Review APHA slideshow on SFHA

Anjali explained that she will be doing a 15 minute presentation as part of a CAFA panel on the process of working with SFHA and outcomes so far.
