2.      Review of SFHA and next steps

Karen and Anjali stopped into the basic training conducted by FLIR for 16 SFHA staff from Maintenance, modernization and Section 8.

Joseph Ospital and Patrick O’Donahue are replacing Miguel Paltao and John Miracle for the advanced training.  3 Maintenance people attended advanced training and 4 Modernization staff.  Eddie Underwood and Alex Chanco are retiring soon.

Karen had a conversation with Alex Chanco regarding the amount of money SFHA has to put into remediating issues that end up being sabotaged and vandalized.  

Barbara Smith, head of Modernization, sent an email requesting that her staff attending the training. 

Karen utilized the appropriate funds from her budget to send 7 participants to advanced certification training in Fremont.  

Karen felt that it would be good to address the MOE a little later than we hoped.  Once they start using it and see the value firsthand the MOE will make sense.

 

Suggested ATF could send a letter to the Mayor’s Policy people regarding proposed SFHA cuts.

Scott Wood of FLIR is available to do trainings for community groups.  Schedule during rainy season and highlight someone’s house in SFHA development.  Training at Fox Plaza and then go into the field.  We will potentially also invite the Mayor and Supervisor Maxwell.  Other people we would like to invite to this 1-2 hour equipment orientation – Winter 06/07}

to provide advance notice of letter from ATF.

Karen will draft formal letter.

 

Anjali will contact Naja or Naja’s aide.  We had agreed to meet separately to discuss MOE.   Now that people have had training good idea to go back to MOE.

People who are knowledgeable to comment on MOE and next steps.  When can we set up a meeting?

3.      Overall Housing Objectives

Continued to review Karen’s chart outlining ATF Environmental Committee Goals and activities

 

 

Louise gave an update on development of guidance document by pulling from documents created by

NE ARC, Alliance for Healthy Housing, Landscaping.  This is a starting point and reword or give credit for borrowed language.  Anticipates having a completed DRAFT by mid-October/November.

 

Karen said she will draft up an outline of potential policies.

 

Neil will rewrite toxics bullet to broaden the scope of it related to consumer products.

 

Raymond will look into new construction options

 

Update on Article 11

- Section 583 re: smoking in common areas got yanked before hearing.  Debate is that it would give landlords justification to evict tenants.   Window screens also got yanked.

Asbestos hazards, lead hazard definition, refuse containers being dragged in middle of night, pest entry, roaches, rodents, cost recovery for atty. fees, 30-day opp. For complaints are being proposed to included in code.

Expect that on Oct 2nd will present budget analyst report, screens and smoking issue, clarification, stakeholder input from property owner associations.

 

Part of Article 11 is a fee-based optional training course on how to be code-compliant but could be mandated for repeat offenders. 

 

SRO task force initially supported and then revoked it because of sunshine issues.

City Atty code enforcement task force supporting.

 

Karen mentioned that Oakland had an initiative which highlighted the worse landlords.  SF won’t do that per former City Atty. 

City Atty’s office Buck Daventhal.

 

Discussed prioritizing “least healthy housing” – how to define if we were to do a sweep.

Police and Fire Dept database for abandoned buildings, etc. which many have a ripple effect for neighborhood.  Might want to create GIS map of priority areas of the city. 

 

Karen can quantify number of housing units that are publicly financed.

We can guesstimate:

6,000 SFHA units

6,000 Publicly Financed

X,000 Section 8 publicly funded

Xxx,000 Private housing

 

Ultimate Committee Housing Objective:  A solid document that we’ve published about our wisdom in addressing/researching these issues = a white/position paper about asthma and housing = a guidance with accompanying policy applications; Prioritizing least healthy housing.  Recommendations with evidence so someone else can carry this on.

Anjali will prompt ATF members to write support letters for Article 11.

 

Kate/Anjali will look into whether there is overlap in housing objectives of CAFA coalitions.  Ex. Of other prioritization of least healthy housing in other parts of the state.

 

Louise will find out the exact number of residential housing in SF.

 

 

Karen and Ray looking at policy applications.

 

 

 

 

 

 

 

Anjali will incorporate this objective into CAFA Strategic Plan revision.

Anjali will convey to Tirtza to revise previous ATF minutes to indicate presence of DBI via Lee
