San FranciscoBoardof Supervisors Asthma Task Force Monthly Meeting

Welcome and Introductions—sign in & request time keeper (5 mins)

RosemaryBosque, DBI- Speaking about MOU DBI has with SFHA.  Two years ago DBI sued AMCO Corporation, largest provider of Section 8 housing nationally for not complying with SF Housing Code- regarding maintenance, spent 2 million on attorney fees. Some overlap with SFDPH environmental health inspections.  DBI did not know if they had compliance to make SFHA comply with housing code through legislation.  SFHA is obligated to comply with Code Enforcement on the local level, even though they have HUD funding.

 

Conversation with DBI and SFHA occurred regarding complaints regarding maintenance (life hazards, habitability, hazards related to housing structure) in public housing, City Atty, Sup. Maxwell, Housing Advocates participated in conversations and gave feedback and input.  SFHA signed and agreed to MOU (February/ March 2007)- complaints come into Housing Compliant division at DBI- notice sent to SFHA within 2 days, SFHA has to respond within 10 days.  Also sent to SFHA Counsel- repairs need to be done, or plan of how repairs will be done needs to be noted by DBI. DBI tracks complaints received.  SFHA will need to go to administrative hearing if they do not comply with MOU. DBI is trying to use every means possible without suing SFHA- money is not available and should be used for other things, repairs, etc.

 

MOU does not track City Attorney code enforcement cases (inspections with Planning, DBI, SFDPH, Fire, etc. due to complaints from broad variety of complaints) or systematic inspections/enforcement of common areas of multiunit residential buildings.  DBI will begin systematic inspections in BV and Western Addition.  Rosemary can email copies of MOU to task force, includes maintenance check list for Property Managers.  Anjali will send Rosemary copy of SFHA/ATF MOE- Rosemary also asked ATF to contact her regarding SFHA units that need inspections.

 

Neil spoke of MOE with Housing Authority- evaluation has not been done of the cameras, reduction of mold/mildew, etc.

 

SFHA now does not have Industrial Hygienist on staff- DBI spoke with SFHA before they purchased cameras for their own department.  DBI will train and certify their own staff in the use of the cameras. Cameras used by Senior Inspectors at DBI at inspections and re-inspections (not just SFHA units).  They also use moisture meters.  Moisture retention large issue for DBI when dealing with mold and mildew. 

 

City Attorney task force did large inspection at Oakdale a year ago, saw large problems and issues in gutters, windows, catch basins, etc. Supervisor Maxwell has met with Rosemary regarding the creation of Public Housing task force with DBI, Planning, Fire, etc. to meet monthly regarding public housing- not the same as SF HOPE task force.  Anjali asked for DBI to give regular updates to the task force regarding the use of cameras, etc.  This can be done by Vince’s participation in ATF.  DBI Complaint information can be found on sfgov- online services. 

 

Lead inspections have now been placed in the Housing Inspection division of DBI since July 2007. 

 

ATF action item will not occur regarding letter to DBI asking for request of quarterly updates- Rosemary can send quarterly reports or give updates- ATF will follow up with Rosemary.

 

Gail asked about a case she has at SFHA- client complaining about housing habitability in Potrero Hill- Rosemary gave her the name of the inspector to call.

 

Updates:

 

ATF Membership- resolution passed- all ATF seats good until 2008

ATF Funding- We received KP grant, $10,000 rather than the $25,000 we asked for.  Gloria, Stephanie and Joanna will meet tomorrow to rewrite scope of work.  We are thinking about changing scope of concentrating on 2 clinical sites, rather than 4.

 

CPMC grant- Surveys have been translated into Chinese, Spanish- need to be edited. Karen assigned Harriet from her office to assist with the project.  Focus groups will happen with MD’s at the start of 2008- questionnaires to be sent to patient families before the end of 2007.

Stephanie will send Peg the grant materials to consider doing the questionnaires at KP. 

 

Schools Committee Update:

 

First DAT meeting in September- meetings also trying to be scheduled with School Board regarding resolutions that have been passed

CC Training November 1st- at Wu Yee- New head of MCH-DPH for the Child Care Consultants- Jane Evans

 

2 Tools for Schools meetings have happened so far, another scheduled for October 2007.

 

Environmental Committee-

Working to recommend healthy housing legislation for City- through Supervisor Maxwell’s office

Healthy Housing Guide also being worked on for Asthma
