Asthma Task Force

Schools Committee MINUTES

February 25, 2008

Present: Jackie Chan, Mary Higgins, Gloria Thornton, Neil Gendel, Stephanie Manfre, Marie Hoemke

  1. Introduction of Jackie Chan- new Tools for Schools Coordinator- will be working with schools that were trained last year in their walkthroughs and working with 7 schools that have done walkthroughs

  1. Clarification of January minutes- we were considering changing time to allow Louanne and others to participate- Stephanie will email

  1. Child Care- Breathe California will sustain train the trainer- will be a point of information and will continue to support site by providing training materials and will work with City College to support their Health 11C course.  Can more be done with Children’s Council- how do trainings get sustained?

  1. Bleach in child care settings- Neil is heading up a group researching alternatives to bleach (including state health department).  Alicia Culver made a presentation to Gateways to Quality (ECCRS) about this issue.  Gateways has committed to researching safer cleaning issue. Neil also working with them on setting guidelines for healthy centers.

  1. Asthma Management- ATF should continue to attend DAT- one person should be appointed to continue regardless of staffing. Gloria wants to continue to ensure that medical providers are committed to using care plans. SFUSD would like continued participation in DAT from ATF. Marie went to SFUSD to find out what was occurring with IT system. Believes that emergency care plans will continue, physicians will continue to have forms in their offices. Process and procedure all set up for SIS entry into DAT.  ATF should go to BOE to talk about status of resolution and data entry.

  1. Status of Board Resolutions- Tools for Schools moving forward, but commitment needs to be made by SFUSD for more than one year.

  1. Asthma Management- unclear on how data is being entered.  How is documentation being monitored- are they in student records? Do we know if schools are keeping a health log? Marie thinks ATF should ask BOE to request a report on implementation. Marie will make overture to Jane Kim about the issue. We need to outline what we want (bulleted).  Who is responsible for data entry? Who is responsible at the school site?  Are schools keeping information log? Who is the point person for emergency care plans (monitoring)?

  1. Tools for Schools Coordinator has begun- Marie has documentation from when she did TfS years ago (process and procedures, walkthrough reports). Shelley giving Jackie data from 2002. Neil explained other walkthroughs that are currently occurring in schools (ADA, Williams). Marie found out that 4 Williams complaints have been made for IAQ issues. Before June ATF should work closely with Jackie to orient her to program.  Concern that funding isn’t institutionalized for coordinator. Marie can discuss with Jane Kim as well. Another avenue is writing a letter to the BOE with a cc: to Carlos Garcia and Meyla.- Stephanie will send Marie email of Jane  Kim.

  1. Stephanie needs to provide spreadsheet of TfS schools to Neil. Meyla to provide reports of Williams Schools to Jackie. Neil giving Jackie an overview of facilities related programs to assist in TfS. We need to organize school community around this issue. Stephanie will send Facilities department a follow up email.

  1. High Performance Design Guidelines- all SFUSD renovations are in compliance with guidelines, but no documentation exists.

  1. EPP- School District doesn’t seem interested in continuing pilot. CPMC wants to fund expansion of project, but SFUSD needs to give the cost of how much it will be to bring more schools on board.
