San Francisco Asthma Task Force Environmental Committee

Recap:  Past meeting with Supervisor Maxwell’s aide, Connie Chan and Deputy City Attorney, Judy Boyajian, re. healthy housing legislation

Background:

Dust control is a priority issue for Supervisor Maxwell

Karen asked Amy Burnell, Engineer from DPH Environmental Health Division to speak to dust control issues – Engineer that represents Health Department

Dealing with dust control re: lenar redevelopment

BVHP Shipyard Lenar Developer is redeveloping property.  Location where redeveloping

Health Dept (related to visible dust) and BAAQMD (non-visible dust = naturally occurring asbestos)

Minister Christopher Mohammed wants to shut down redevelopment of Shipyard.

At Board Meeting yesterday

 

DPH does not feel that there are any long term impacts of dust at the shipyard specifically

Issues: Dust, naturally occurring asbestos, diesel emission control (construction)

Have developed pamphlets on dust (includes asbestos)

 

Hearing on July 23rd at Supervisor Maxwell’s Land Use Committee

 

Rajiv wants Karen to form a Healthy Housing program for DPH!

 

Consumer Products:

City has legislation

Dust Control:

Lack of Air Filtration:

Rajiv is working with Planning Dept on regulating quality of filtration

We can ask Rajiv questions

Moisture Control/Mold Prevention:

Increase ventilation for kitchens and bathrooms

Where to daylight it on outside of building (Piping should go to exterior walls)

We would try to specify length of piping for new construction

Noise:

Can link to upper respiratory infections

Pest Entry:

Already in housing code, Rajiv may take care of it

Tobacco Smoke:

Stress/Violence:

Wood/Charcoal Smoke:

 

Discussion to choose issues to be fixed

Advice: The more comprehensive you are the less likely you are to pass legislation.  Better to take on smaller chunks at a time.

 

New construction is easier to legislate

Existing housing is more difficult

How would you ID substandard low0income family housing? – Louise suggested using DHS stats.

Need a mechanism to respond to complaints in 1-2 family dwellings – currently they are lacking proactive inspection.  Currently only complaint-driven.

·         Need a breakdown of unit sizes that the 19% families with children under 18 are living in (ask Coleman)

·         Karen will separate into 4 categories

·         All need to think about how to priorities tinier categories within IAQ

Update:  Asthma-Safe Healthy Housing Guidance for Property Owners (Louise)

 

Louise has pulled content and resource information from national agencies and started a mockup of how to organize the future publication, based on format of “Lead Paint Hazards on Your Property”
